10.38.010 - Prohibited.¶
A. No person shall in any manner fill or obstruct any natural water channel, including natural stormwater channels within the boundaries of the city without first applying for and obtaining a written permit for that purpose from the director of transportation and engineering. All construction of bridges, conduits, box culverts, or other storm drainage improvements across, along or in a natural water channel shall be constructed and installed in accordance with standards and specifications established by the city council by resolution, copies of which shall be on file in the office of the director of transportation and engineering and the office of the building official, to which reference should be made for particulars.
B. The city council may amend or change the regulations and standards from time to time hereafter by resolution.
C. The director of transportation and engineering shall condition all permits issued pursuant to this section in accordance with the standards and specifications applicable to the fill or obstruction proposed to be constructed. A copy of this section shall be attached to all permits issued pursuant to this section.
