Sec. 74-291. - Location; support; walkways.¶
(a) A swimming pool shall not be located closer than five feet from side or rear property lines pursuant to the zoning code. A pool shall not be located closer than one-half the distance from ascending or descending slopes that is required for structures under the California Building Code.
(b) That portion of a pool within a horizontal distance of seven feet from the top of a slope shall be capable of supporting the water in the pool without soil support.
(c) A three-foot-wide walkway shall be maintained between a pool and any building.

Sec. 74-292. - Protection of adjacent property and existing buildings.¶
Soil on adjacent property and existing foundations on the same property which may be affected by any excavation for a swimming pool shall be adequately protected from settlement or lateral movement.

Sec. 74-293. - Design; enforcement.¶
(a) Each swimming pool or spa shall be designed by a registered civil or structural engineer. The design shall address the loads from water and soil, to the satisfaction of the building official, who may also require a soils investigation and geologist's report. The design engineer, over his signature, shall indicate that the plan as submitted is designed for the specific site, except that spas and aboveground pools need not be designed for specific sites.

Sec. 74-294. - Clarity of water and sanitation.¶
It is a nuisance and unlawful for any person to keep in the city or suffer or permit to be kept at or upon any premises in the city owned, controlled or occupied by him a swimming pool, spa or hot tub in a foul, noxious, filthy or stagnant condition. The water of all swimming pools, spas and hot tubs must be kept sufficiently clear that the bottom will be visible at all times.
