Sec. 58-71. - Position of traffic engineer established.¶
The position of city traffic engineer is hereby established. The director of public works shall exercise the powers and duties of the city traffic engineer as provided in this chapter. He shall be responsible for all city traffic engineering division functions in the police department.

Sec. 58-72. - Responsibility of traffic engineer.¶
Unless provided otherwise, in making decisions or taking actions pursuant to this chapter, the city traffic engineer shall make decisions or take actions as are reasonably necessary to preserve public safety and promote the orderly movement of traffic.
Sec. 58-73. - Powers and duties of traffic engineer.¶
(a) It shall be the general duty of the city traffic engineer to:
(1) Determine the installation and proper timing and maintenance of traffic control devices and signals;
(2) Conduct engineering analyses of traffic accidents and devise remedial measures;
(3) Conduct engineering and traffic surveys of traffic conditions and cooperate with other city officials in the development of ways and means to improve traffic conditions; and
(4) Carry out the additional powers and duties imposed by this Code or city ordinances.
(b) Whenever the city traffic engineer is required or authorized to place or maintain official traffic control devices or signals, he may cause such devices or signals to be placed or maintained.
(c) When appropriate, the city traffic engineer shall seek the participation of the traffic services function of the operations division when significant traffic control changes are proposed by the city traffic engineer.

Sec. 58-74. - Coordination of powers and duties of traffic engineer with board of…¶
Whenever the city traffic engineer seeks to perform duties and powers granted under this chapter within the boundaries of the vehicle parking district, more specifically defined as that area bounded by Holt Avenue to the north, Towne Avenue to the east, Mission Boulevard to the south and White Avenue to the west, the city traffic engineer shall seek input and concurrence from the board of parking place commissioners. In addition, the board of parking place commissioners may, from time to time, make recommendations to the city traffic engineer on matters, including, but not limited to, onstreet parking, traffic circulation, parking and traffic signage, encroachments, vacations and lighting and other related matters that directly or indirectly impact the use of vehicle parking district lots.

Sec. 58-75. - Authority to install traffic control devices.¶
The city traffic engineer shall place and maintain or cause to be placed and maintained official traffic control devices upon streets and highways as required under the Vehicle Code or this chapter or other city traffic ordinances to make effective the provisions of the Vehicle Code, this chapter or the ordinances and may place and maintain or cause to be placed and maintained such appropriate official traffic control devices as he may deem necessary to properly indicate and to carry out the provisions of the Vehicle Code, this chapter or the ordinances or to warn or guide traffic.

Sec. 58-76. - Authority to remove, relocate and discontinue traffic control devices.¶
The city traffic engineer is to remove, relocate or discontinue the operation of any traffic control device not specifically required by the Vehicle Code or this chapter whenever he shall determine in any particular case that the conditions which warranted or required the installation no longer exist.

Sec. 58-77. - Hours and days of operation of traffic control devices.¶
The city traffic engineer shall determine the hours and days during which any traffic control device shall be in operation or be in effect, except when such hours or days are specified in this chapter.

Sec. 58-78. - Official traffic control devices required for enforcement purposes.¶
No section of the Vehicle Code or of this chapter for which official traffic control devices are required shall be enforced against an alleged violator unless appropriate official traffic control devices are in place giving notice of such section of the traffic laws.

Sec. 58-79. - Installation of traffic signals.¶
(a) The city traffic engineer shall, subject to the fiscal determination of the council, install and maintain official traffic signals at those intersections and other places where traffic conditions are such as to require that the flow of traffic be alternately interrupted and released in order to prevent or relieve traffic congestion or to protect life or property from exceptional hazard.
(b) The city traffic engineer shall ascertain and determine the locations where such signals are required by an engineering and traffic survey, and his determinations therefrom shall be made in accordance with those city traffic engineering and safety standards and instructions set forth in the state department of transportation traffic manual.
(c) The city traffic engineer shall erect and maintain at each signal-controlled intersection street name signs clearly visible to traffic approaching from all directions.

Sec. 58-80. - Traffic lanes.¶
The city traffic engineer shall have authority to mark traffic lanes upon the roadway of any street or highway where a regular alignment of traffic is necessary.

Sec. 58-81. - Distinctive roadway markings.¶
The city traffic engineer is to place and maintain upon highways distinctive roadway markings as described in the Vehicle Code.

Sec. 58-82. - Speed limit signs.¶
(a) Whenever the city council, as adopted by ordinance, determines upon the basis of an engineering and traffic survey that a speed greater than 25 miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon any street other than a state highway otherwise subject to a prima facie limit of 25 miles per hour and the council declares a prima facie speed limit of 30, 35, 40, 45, or 50 miles per hour or a maximum speed limit of 55 miles per hour, whichever is found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe, the city traffic engineer shall post the appropriate speed limit signs.
(b) Whenever the city council, as adopted by ordinance, determines upon the basis of an engineering and traffic survey that the limit of 55 miles per hour is more than is reasonable or safe upon any portion of any street, other than a state highway where the limit of 55 miles per hour is applicable, and the council declares a prima facie speed limit of 50, 45, 40, 35, 30, or 25 miles per hour, whichever is found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe, the city traffic engineer shall post the appropriate speed limit signs.
(c) Whenever the city council, as adopted by ordinance, determines upon the basis of an engineering and traffic survey that the limit of 55 miles per hour is more than is reasonable or safe upon any portion of a highway, other than a state highway, for a distance not exceeding 2,000 feet in length between districts, either business or residence, and the council declares a reasonable and safe prima facie limit thereon lower than 55 miles per hour, but not less than 25 miles per hour, which declared prima facie speed limit, the city traffic engineer shall post the appropriate speed limit signs.
(d) Speed limits established pursuant to this section shall be effective when appropriate signs giving notice thereof are erected upon such street or highway.

Sec. 58-83. - Regulation of speed by traffic signals.¶
The city traffic engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner.

Sec. 58-84. - Authority to place devices altering normal course for turns.¶
The city traffic engineer is authorized to place official traffic control devices within or adjacent to intersections indicating the course to be traveled by vehicles turning at such intersections, and such course to be traveled as so indicated may conform to or be other than as prescribed by law.

Sec. 58-85. - Authority to place restricted turn signs.¶
The city traffic engineer is authorized to determine those intersections at which drivers of vehicles shall not make a right turn, left turn or U-turn and shall place proper signs at such intersections. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, in which event the hours shall be plainly indicated on the signs or they may be removed when such turns are permitted.

Sec. 58-86. - Right turns at signal-controlled intersections.¶
The city traffic engineer is authorized to erect appropriate signs prohibiting a right turn against a red or stop signal at any intersection.

Sec. 58-87. - Authority to sign one-way streets and alleys.¶
Whenever the city council by ordinance designates one-way streets or alleys, the city traffic engineer shall place and maintain official traffic control devices giving notice thereof. No such designation shall be effective unless such devices are in place.

Sec. 58-88. - Authority to restrict direction of movement on streets during certain…¶
The city traffic engineer is authorized to determine and designate streets, parts of streets or specific lanes on streets upon which vehicular traffic shall proceed in one direction during one period and the opposite direction during another period of the day, and the city traffic engineer shall place and maintain appropriate markings, signs, barriers or other devices to give notice thereof. The city traffic engineer may erect signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the centerline of the roadway.

Sec. 58-89. - Authority for through streets, stop signs and yield signs.¶
The city traffic engineer is authorized to erect and maintain stop signs, yield signs, or other official traffic control devices to designate through streets or to designate intersections or other roadway junctions at which vehicular traffic on one or more of the roadways should yield or stop and yield before entering the intersection or junction.

Sec. 58-90. - Establishment of crosswalks.¶
(a) The city traffic engineer shall establish, designate and maintain marked crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway where in his opinion there is particular danger to pedestrians crossing the roadway.
(b) The city traffic engineer is authorized to install signs at or adjacent to an intersection in respect to any crosswalk directing that pedestrians shall not cross in the crosswalk so indicated.
