Sec. 58-1. - Definitions.¶
Whenever any words and phrases used in this chapter are not defined in this chapter but are defined in the Vehicle Code, the definitions in the Vehicle Code shall apply. The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Coach means any motorbus, motorcoach, trackless trolley, or passenger stage used as a common carrier of passengers.
Curb means the lateral boundary of the roadway, whether such curb is marked by curbing construction or not so marked. The term "curb" does not include the line dividing the roadway of a street from parking strips in the center of a street nor from tracks or rights-of-way of public utility companies.
Divisional island means a raised island located in the roadway and separating opposing or conflicting streams of traffic.
Gross weight means the weight of a vehicle without load plus the weight of any load thereon.
Loading zone means the space reserved for the exclusive use of vehicles during the loading or unloading of passengers or freight.
Ordinance means the ordinance, rule or regulation adopted by the council relating to the movement of traffic and enforcement thereof.
Parkway means that portion of the street right-of-way, other than a roadway or sidewalk.
Passenger loading zone means the space reserved for the exclusive use of vehicles while receiving or discharging passengers.
Police officer means every officer of the city police department or any civilian authorized to direct or regulate traffic.
Pushcart means a vehicle propelled by a person but not ridden upon.
Railroad train means a steam engine, electric or other motor, with or without cars coupled thereto, operated upon rails, except streetcars.

Sec. 58-2. - Obedience.¶
It is unlawful for any person to violate the traffic regulations as specified or promulgated by this chapter. A violation of any such traffic regulations shall constitute an infraction.

Sec. 58-3. - Direction of traffic by unauthorized persons.¶
No person other than an officer of the police department or members of the fire department or a civilian authorized by the chief of police or a person authorized by law shall direct or attempt to direct traffic by voice, hand or other signal, except that persons may operate, when and as provided, any mechanical pushbutton signal erected by order of the city traffic engineer.

Sec. 58-4. - Obstruction or interference with police or authorized officers.¶
No person shall interfere with or obstruct in any way any police officer or other city officer or employee in his enforcement of this chapter. The removal, obliteration or concealment of any chalk mark or other distinguishing mark used by any police officer or other city employee or officer in connection with the enforcement of the parking regulations of this chapter shall, if done for the purpose of evading this chapter, constitute such interference or obstruction.

Sec. 58-5. - Unauthorized painting of curbs.¶
No person or agency, unless authorized by the city traffic engineer, shall paint any street or curb surface; provided, however, that this section shall not apply to the painting of numbers on a curb surface by any person who has complied with the sections of this Code or the provisions of any ordinance or resolution of the city pertaining thereto.

Sec. 58-6. - Boarding or alighting from vehicles.¶
No person shall board or alight from any vehicle while such vehicle is in motion.

Sec. 58-7. - Railroad trains blocking crossings.¶
No person or government agency shall operate any train in such a manner as to prevent vehicular use of any roadway for a period of time in excess of ten consecutive minutes, except when:
(1) Necessary to comply with signals affecting the safety of the movement of trains;
(2) Necessary to avoid striking any object or person on the track;
(3) The train is in motion, except while engaged in switching operations;
(4) The train is disabled;
(5) There is no vehicular traffic waiting to use the crossing; or
(6) Necessary to comply with a governmental safety regulation.
