Sec. 58-561. - Definitions.¶
The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Mechanical parking attendant means any device, meter or machine located in a prominent position on a municipal parking lot, which issues a receipt upon the insertion of a designated coin or token.

Sec. 58-562. - Construction of division.¶
No section of this division shall be construed as permitting any parking in violation of any other section of this chapter.

Sec. 58-563. - Establishment of lots.¶
The council shall, by resolution, establish mechanical parking attendant lots on city-owned or city-leased land as parking conditions require, upon the recommendation of the board of parking place commissioners of the vehicle parking district having jurisdiction over such lots.

Sec. 58-564. - Installation by traffic engineer.¶
The city traffic engineer shall cause to be installed such mechanical parking attendants as may be required.

Sec. 58-565. - Establishment of regulations.¶
The denomination of the coin that shall be deposited in the mechanical parking attendant, the parking time allowed following deposit of such coins, and the hours during which such deposits are required may be prescribed by a resolution of the board of parking place commissioners for the vehicle parking district having jurisdiction over the lot upon which such mechanical parking attendant is to be installed. The notice and hearing requirements which the board has used for the changing of fees or charges shall be used when determining such matters.

Sec. 58-566. - Display of parking receipt required.¶
It shall he the duty of the driver or the person depositing the coin in the mechanical parking attendant to display the receipt issued within the parked vehicle so as to be easily seen by a monitoring police officer or authorized attendant, as provided by the orders of the board of parking place commissioners of the vehicle parking district.

Sec. 58-567. - Sign to give notice that deposit of coin and display of receipt required.¶
There shall be a sign of sufficient size to:
(1) Give reasonable notice of the fact that it is a violation of this division to park in a lot controlled by a mechanical parking attendant without the depositing of the designated coin or token; and
(2) Require the exhibition of the receipt within the parked vehicle in a place which can be easily seen by a monitoring police officer or authorized attendant.

Sec. 58-568. - Effect of mechanical failure of attendant.¶
Any person who deposited the required coin into the mechanical parking attendant and, by reason of mechanical failure of the apparatus not caused by such person, does not receive the receipt shall be deemed not in violation of this division upon the immediate notification of such defect to the police department or, in the alternative, if such person places an explanation for his lack of such receipt in the place within the vehicle designated by the board of parking place commissioners for the placement of the receipt.

Sec. 58-569. - Unlawful to tamper with or break.¶
No person shall deface, injure, tamper with, or wilfully break, destroy or impair the usefulness of mechanical parking attendants except by authority of the city traffic engineer, the chief of police, the director of finance or the city council.

Sec. 58-570. - Issuance of citation for violation.¶
A police officer or authorized attendant observing violation of this division shall issue a citation in the manner prescribed by law.
