Subdivision I. - In General

Sec. 58-511. - Definitions.

The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Controlled parking lot means a lot used for vehicle parking regulated by parking control devices.

Controlled parking space means a parking space of sufficient size to permit the parking of one vehicle in a space designated for parking in a controlled parking lot.

Parking certificate means a card or piece of paper issued by a parking control device stating in substance that when such card is placed in a vehicle such vehicle is permitted to park in a controlled parking lot on a particular date.

Parking control device means any mechanical apparatus or device which is set into motion by the inserting of a coin and which automatically issues a parking certificate.

Sec. 58-512. - Construction of division.

No section of this division shall be construed as permitting any parking in violation of any other section of this chapter.

Sec. 58-513. - Council to establish.

The council may by resolution establish controlled parking lots upon property owned by the city and may, upon recommendation of the board of parking place commissioners, establish controlled parking lots upon property held by the city for a vehicle parking district.

Sec. 58-514. - Marking of parking spaces; parking of vehicles wholly within spaces.

Whenever the council by resolution has established a controlled parking lot, the superintendent of streets shall designate controlled parking spaces by white lines upon the surface of the pavement. When markings are in place designating controlled parking spaces, no person shall park a vehicle except entirely within such space and between the lines indicating such space.

Sec. 58-515. - Parking certificate required.

No person, except as otherwise provided by this division, shall permit any vehicle parked by him to remain in any controlled parking lot or in any controlled parking space without having first obtained a parking certificate dated the date which such vehicle is parked and displaying such parking certificate in a prominent place on the dashboard or front seat of the vehicle.

Sec. 58-516. - Penalty for failure to obtain and display parking certificate.

Upon failure of any person to abide by section 58-515, such person shall be guilty of a misdemeanor.

Sec. 58-517. - Certain parking permitted without parking certificate.

A vehicle may be parked and remain parked in a controlled parking space without obtaining or displaying a parking certificate during the hours other than those designated by resolution of the council as hours during which the parking certificate is required to be displayed.

Sec. 58-518. - Issuance of citations for violations.

It shall be the duty of such city employees designated by the council to issue citations for violations of this division. In discharging this duty such employees shall be under the supervision of the chief of police.

Subdivision II. - Parking Control Devices

Sec. 58-536. - Maintenance.

The superintendent of streets shall be responsible for the servicing, maintenance and repair of all parking control devices.

Sec. 58-537. - Designation of denomination of coins to be deposited.

The denomination of the coin to be deposited in the parking control device in order to obtain a parking certificate shall be designated by resolution of the council.

Sec. 58-538. - Unlawful to tamper with or break.

It shall be a misdemeanor for any person to injure, tamper with or wilfully break, destroy or impair the usefulness of any parking control device except by authority of the city traffic engineer, the chief of police, the director of finance or the city council.

Sec. 58-539. - Use of slugs.

It shall be a misdemeanor for any person to deposit or attempt to deposit in any parking control device any slug or other substitute for a coin of the United States.
