Sec. 58-471. - Definitions.¶
The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Parking meter means any mechanical or electronic device which provides for the payment of a fee to park in a designated parking space within a parking meter zone.
Parking meter space means a parking space of sufficient size to permit the parking of one vehicle only for a fee within a parking meter zone.
Parking meter zones means portions of streets or city-owned or city-leased land upon which the parking of vehicles is regulated with the aid of parking meters.

Sec. 58-472. - Construction of division.¶
No section of this division shall be construed as permitting any parking in violation of any other section of this chapter.

Sec. 58-473. - Designation and marking of parking spaces.¶
(a) Whenever the council has established parking meter zones, the public works department shall designate parking meter spaces by white lines upon the surface of the roadway or pavement.
(b) When markings are in place designating spaces or the angle for parking, as provided in this section, no person shall park a vehicle except entirely within such parking space or between lines indicating angle parking.
(c) Whenever the parking of vehicles is required within parallel parking spaces, a vehicle or combination of connected vehicles exceeding the dimensions of such a space may also occupy one or more adjoining spaces, provided that all other sections of this division applicable to each such space must be observed.

Sec. 58-474. - Council to establish parking meter zones.¶
The council shall, by ordinance, establish parking meter zones, including therein such streets, portions of streets or city-owned or city-leased land as parking conditions may require. Each ordinance establishing a parking meter zone shall not be required to be codified in the City Code. Rather, the city clerk shall maintain a list of ordinances establishing each parking meter zone(s), maps or exhibits depicting the location of all parking meter zones.

Sec. 58-475. - Installation of parking meters.¶
The city engineer shall cause to be installed at or near designated parking meter spaces such parking meters as shall have been approved by the council. Each parking meter shall display the parking fee and instructions for payment for the designated parking meter spaces.

Sec. 58-476. - Maintenance of meters.¶
The department of public works shall be responsible for the servicing, maintenance and repair of all parking meters.

Sec. 58-477. - Parking meter fees.¶
The amount of the parking meter fees, the parking time allowed following payment of such fees, the hours during which such fees are required, and the directions which shall appear on the parking meters shall be such as may be prescribed by the council in the ordinance establishing the parking meter zone.

Sec. 58-478. - Issuance of citations.¶
It shall be the duty of each police officer to take the number of any meter at which any vehicle is over parked, as provided in this division, the state vehicle license number of such vehicle, the time and date of such over parking, the make and type of such vehicle; and to issue, in writing, a citation for illegal parking.

Sec. 58-480. - Legal time limited.¶
It is unlawful for any person, except as otherwise provided by this division, to permit any vehicle parked by him or her to remain parked in any parking meter space longer than the amount of time paid for by the parking meter fee.

Sec. 58-482. - Mechanical failure of meter to be grounds for acquittal.¶
Any person unintentionally violating any provision of section 58-479 or 58-480, by reason of mechanical failure of a parking meter not caused by such person, may be acquitted of such violation upon establishing such fact by a preponderance of the evidence.

Sec. 58-483. - Tampering with meter.¶
No person shall deface, injure, tamper with, or willfully break, destroy or impair the usefulness of any parking meter except by authority of the city engineer, the chief of police, the director of finance or the city council.
