Sec. 30-631. - Required; term.

No person shall engage in the business of solicitor within the city without first obtaining a license therefor. Such license shall be for a calendar quarter.

Sec. 30-632. - Application; investigation fee.

(a) The applicant for a solicitor's license must file with the business license division a sworn application in writing, in duplicate, on a form to be furnished by the business license division, which shall give the following information:

(1) The name and description of the applicant.

(2) The applicant's address, both legal and local.

(3) A brief description of the nature of the business and the goods to be sold.

(4) If employed, the name and address of the employer.

(5) The length of time for which the right to do business is desired.

(6) If a vehicle is to be used, a description of it and the license number.

(7) A photograph of the applicant, taken within 60 days immediately prior to the date of the filing of the application, which picture shall be two inches by two inches and showing the head and shoulders of the applicant in a clear and distinguishing manner.

(8) A statement as to whether or not the applicant has been convicted of any crime, except minor traffic violations; the nature of the offense; and the punishment or penalty assessed therefor.

(b) At the time of filing the application, a fee shall be charged to cover the cost of processing the license.

Sec. 30-633. - Investigation; issuance or denial.

(a) Upon receipt of the application for the solicitor's license referred to in section 30-632, the original shall be referred to the chief of police, and the duplicate shall be kept in the office of the business license division. The police department shall investigate the applicant's criminal history, and it may require that the applicant be fingerprinted.

(b) The business license division shall deny the license if the applicant's moral character and business responsibility are unsatisfactory and shall grant the license if such character and responsibility are satisfactory. The business license division shall base its decision on objective facts as shown on the license application, the report of the police department, and other evidence brought to its attention by the city or the applicant. The decision of the business license division shall be final.

(c) The business license division shall keep a permanent record of all licenses issued.

Sec. 30-634. - Expiration.

All quarterly licenses issued under this division shall expire on the last day of the calendar quarter.
