Sec. 14-311. - Definitions.¶
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Patrol officer means an individual engaged in the art of guarding property as the owner, member or employee of a patrol system.
Patrol system means any private service or private system which purports to furnish or does furnish to members or subscribers any watchman or guard, either uniformed or otherwise, to patrol any part of the territory of the city or to guard or watch any property, including guarding against theft, fire, or both, or to perform any service usually and customarily performed by the city police force. The term "patrol system" includes every mortuary or funeral home, private service or private system which purports to furnish or does furnish escorts for funeral processions whether, such escort service is a principal part of its business or not.

Sec. 14-312. - Promulgation of rules and regulations.¶
The city council may make rules and regulations not inconsistent with this article governing patrol systems and patrol officers.

Sec. 14-313. - Authority of council to duplicate patrol areas.¶
Nothing in this article limits the power of the city council to grant a license to more than one patrol system to operate in the same area.

Sec. 14-314. - Conduct of patrol officer generally.¶
A patrol officer shall not, either by himself or through the actions of another, harass, annoy or commit a nuisance against or injure the property of or unnecessarily enter or otherwise trespass upon the property of any person whose property the patrol system of such patrol officer is not employed to protect.

Sec. 14-315. - Sale or transfer of badge.¶
A person shall not give, deliver to, or sell any patrol officer's badge or any badge of a design the same as or so similar to the patrol officer's badge as to be mistaken therefor to any private person.

Sec. 14-316. - Purchase or receipt of badge.¶
A person shall not purchase or receive as a gift, pawn or pledge any patrol officer's badge.

Sec. 14-317. - Impersonation.¶
A patrol officer shall not wear any uniform which is in imitation of or can be mistaken for an official sheriff's uniform or an official police uniform of the police force of any city within the county or an official uniform of any state officer.

Sec. 14-318. - Uniform and equipment.¶
The chief of police shall specify the uniform and equipment, including weapons, which a private patrol officer may wear on duty. A patrol officer shall not wear any uniform, equipment or weapon not so specified.

Sec. 14-319. - Report of patrol officer to authorities.¶
Patrol officers shall not perform official police or investigation activities, but shall immediately report every violation of law and every unusual occurrence to the nearest sheriff or police substation. A patrol officer shall make a full report of such violation or other occurrence without unnecessary delay to such substation.

Sec. 14-320. - Investigation of complaints.¶
All complaints regarding the activities of a patrol system or of a patrol officer employed by a patrol system shall be investigated by the chief of police. Reports of such complaints shall be held in the chief of police files and shall be subject to inspection of the city council at all times.

Sec. 14-321. - Use of patrol officer not named on license.¶
The operator of a patrol system shall neither employ nor utilize the services in any way of a patrol officer whose name is not on the license of such operator.
