Sec. 10-2.01. - Project area.

The water surface of any lake owned by the Oroville-Wyandotte Irrigation District and lying within the County and any portion of land owned by the Oroville-Wyandotte Irrigation District and inundated by such reservoir surface lying within the County shall be subject to the provisions of this chapter. This chapter shall further apply to any land owned by the Oroville-Wyandotte Irrigation District located within the boundaries of the Federal Power Commission License for the South Fork Project, Federal Power Commission License No. 2088, and located in the County. All of such area is referred to in this chapter as the "project area".

Sec. 10-2.02. - Prohibited uses in the project area.

(a) No overnight camping, lodging, or housing shall be permitted within the project area, except within a camping facility operated by the United States of America, Department of Agriculture (referred to in this chapter as the "Forest Service").

(b) No fire of any sort shall be permitted within the project area, except by permits issued by the County or the Forest Service.

(c) No motor vehicle, motorcycle, or motor-powered land vehicle or implement of any sort shall be operated or located within the project area by any person, except by written permission received in advance from the Oroville-Wyandotte Irrigation District. However, on the properties in the granting document identified as "Conveyance and Agreement", dated May 6, 1969, between Oroville-Wyandotte Irrigation District and Mary Elizabeth Craig, et al. and recorded June 13, 1969, in Volume 187, page 730, of Official Records, Plumas County Records; the granting document identified as "Conveyance and Agreement" dated October 31, 1969, between Oroville-Wyandotte Irrigation District and Frank J. And Mary M. Anderson, and recorded March 9, 1970, in Volume 193, page 104, of Official Records, Plumas County Records;" and at the Pancake Bay Subdivision, the use of motor vehicles and motor-powered land vehicles shall not constitute a violation of this section to the extent that such vehicles directly travel to and/or from a dock for the sole purposes of the repair or maintenance of the dock, and/or to transport passengers, including disabled persons, and supplies to and from the dock/water.

(d) No firearms, fireworks, explosive devices, or implements powered by explosive devices shall be located or possessed within the project area; provided, however, firearms shall be permitted during the lawful taking of game and fowl in prescribed State and Federal hunting areas.

(e) No floating piers, docks, rafts, or structures for the purposes of mooring boats shall be located in the project area by any person, except by permit granted in writing by the Oroville-Wyandotte Irrigation District in advance of their installation. All such permitted structures shall only be constructed and maintained in accordance with such permits and the regulations and specifications approved in advance by the Chief Engineer of the Oroville-Wyandotte Irrigation District. No such structure shall be permitted to extend more than seventy-five (75') feet from the shore line as existing from time to time, and such structures shall in all cases be connected to the shore with ramps, walks, bridges, or other spanning devices designed for pedestrian use.

(f) No buoys, anchors, or weights for the purposes of anchoring boats or other floating structures shall be permitted, except those anchors or weights associated with the use of floating docks, piers, or rafts referred to in subsection (e) of this section and approved in writing by the Oroville-Wyandotte Irrigation District in advance of their location and installation.

(g) Boats or other types of floating equipment designed for the transportation of materials or persons shall not be located on the shore line of the project area as existing from time to time, except:

(1) In such a manner as shall not pose a danger to the health and safety of persons or property; and

(2) In such a manner that they are under the supervision and control of the owner or agent of the owner.

(h) No person shall dump or place rubbish, trash, garbage, debris, earthen materials, slash, rock, or any other material within the project area without the prior written permission of the Oroville-Wyandotte Irrigation District obtained in advance.

(i) The operation of boats or other floating devices within the project area shall be governed by the laws of the State and this chapter and shall be conducted in a safe fashion and without endangering other persons and property.

(j) No boat or other floating device shall be operated at a speed greater than five (5) miles per hour within the following areas of Little Grass Valley Reservoir:

(1) That portion of Pancake Bay lying southward of a line extending in an east-west direction across said bay at its narrowest point immediately north of the Maidu launching ramp;

(2) The easterly portion of Tooms Bay extending from the northernmost boundary of Pancake Subdivision to the mouth of Tooms Creek and any other portion of said bay that from time to time may be designated by the Sheriff's Office and so marked with appropriate signs and/or buoys; and

(3) Within 200 feet of any object, person, or other boat or floating device.

(k) No dog, cat, or any other livestock or domesticated animal shall be permitted within the project area, except such animals as shall be on leash maintained by the owner of such animal, or an agent or representative of the owner of such animal, and under the full control of such owner or agent at all times.

(l) No person, by his acts or by the location of any structure, equipment, or materials, shall prohibit or interfere with pedestrian access above the high waterline of any such reservoir and within the project area.
