§ 11.52.060. Operation/prohibited areas.

A. It is unlawful for any person to ride a bicycle or an e-bike on public property, or on private property open to the public, where there has been posted in conspicuous places a sign or signs, not less than 17 inches by 22 inches, with lettering not less than one-inch high, that states that bicycling on the property is prohibited pursuant to this section.

B. The following areas are designated as prohibited areas for riding bicycles or e-bikes:

  1. Publicly owned tennis courts;

  2. Publicly owned walls, park and street furniture, steps, railings, public art installations, and fountains;

  3. Any portion of construction projects, whether or not completed, located on public property; and

  4. E-bikes are prohibited from being ridden or operated in public bicycle motocross (BMX) park.

C. No person shall ride or operate a bicycle or an e-bike within the city in a manner which endangers any pedestrian or other bicyclist.

  1. Any person riding or operating a bicycle or an e-bike on trails and pathways, or in any park and recreation facility, is subject to a 15 mile per hour (mph) speed limit, unless posted speed limit or circumstances require a slower speed due to weather, surface, congestion or other conditions.

  2. Any person riding or operating a bicycle or an e-bike on a street, bikeway (also known as bike path or bike route, see California Streets and Highways Code Section 890.4) or bicycle lane separated from vehicular lanes on a roadway (see California Vehicle Code Section 21207) is subject to the regulations of the California Vehicle Code.

D. No person shall park, let stand or leave unattended a bicycle or an e-bike upon a public sidewalk of the city so as to block or interfere with the use of the sidewalk by any pedestrian.

§ 11.52.070. Racing and endurance contests.

No person riding or operating a bicycle upon a public street, sidewalk or any other area open to the public shall participate in any race, speed or endurance contest unless such race, speed or endurance contest has been granted written permission by the city manager and is conducted under the supervision of the chief of police.

§ 11.52.080. Stunt riding.

No person riding or operating a bicycle upon a public street, sidewalk or any other area open to the public, shall engage in any acrobatics or stunt riding.

§ 11.52.090. Riding two abreast.

Persons riding or operation bicycles shall not ride or operate bicycles more than two abreast, except on paths or parts of a roadway set aside for the exclusive use of bicycles where it is safe to do so.
