4.18.030 Pet shop.

4.18.010 Application to superintendent of animal services.

Application for licenses for business described in this chapter shall be made in writing to the superintendent of animal services and shall contain such information as he shall require.

4.18.020 Rules and regulations.

The chief of police is authorized and empowered to adopt, with the approval of the city manager, such rules and regulations as are reasonably necessary to carry out the purposes of this chapter, and to insure the maintenance of approved and humane conditions at any place for which a license is granted under this chapter. A copy of such rules and regulations shall be furnished to each applicant for a license upon the filing of his application.

4.18.030 Pet shop.

(a) A "pet shop" is any store or department of any store or any place of business where dogs, cats, monkeys, birds, reptiles or any other animals are kept for sale, for hire or sold.

(b) The fee for a pet shop license shall be as set forth in the municipal fee schedule.

4.18.040 Dog or cat kennel.

(a) A "dog kennel" is any lot, building, structure or premises where three or more dogs are kept.

(b) A "cat kennel" is any lot, building, structure, enclosure or premises where four or more cats are kept.

(c) The fee for a dog or cat kennel license shall be as set forth in the municipal fee schedule.

(d) It is unlawful to maintain a dog or cat kennel in which dogs or cats are kept for sale within the city limits except within the territory zoned as agricultural district.

4.18.050 Miscellaneous licenses - Fees.

(a) The fee for the following licenses issued under this chapter shall be as set forth in the municipal fee schedule:

(1) Traveling menagerie not in connection with a licensed circus;

(2) Pet show, dog show, cat show or other temporary animal exhibition not in connection with a performance at a regularly licensed theater;

(3) Zoo or other permanent collection of animals for exhibition;

(4) Pony ring or pony ride;

(5) Riding academy;

(6) Livery stable, boarding stable or other animal rental establishment.

4.18.060 Revocation of license for improper care of animals.

(a) In addition to the grounds for revocation of a business license specified in Section4.04.140, any license issued under this chapter may be revoked under the procedure set forth in Section 4.04.140 if it should appear:

(1) That the licensee, his agent or employee has at the place for which the license was issued failed to provide any animal, fowl or reptile in his possession, care or control with proper and sufficient food, drink, shelter or protection, or subjected any such animal, fowl or reptile to needless suffering, unnecessary cruelty or abuse;

(2) That the licensee, his agent or employee has failed to maintain the premises in a clean and sanitary condition.
