SEC. 2-130. ESTABLISHED; QUALIFICATIONS.¶
(A) There is hereby established a cultural arts commission composed of seven members.
(B) A member shall serve without compensation, shall reside in the city, shall be at least 18 years of age, and shall have a special knowledge or interest in the arts.

SEC. 2-131. POWERS AND DUTIES.¶
The powers and duties of the cultural arts commission shall be as follows:
(A) Advise the city council on all matters pertaining to the cultural arts in the community;
(B) Advise and make recommendations on the quality, quantity, scope, and style of public arts projects administered by the city; nominate members to serve on selection panels and review and recommend funding for these projects;
(C) Recommend to the city council the distribution of revenues collected through fund raising, grants and public art funds consistent with the needs of the community, including solicitation and analysis of cultural arts grant proposals;
(D) Participate in the development of the strategic public art plan and longer-ranged strategic public art plans;
(E) Perform other art, cultural and arts education duties as may from time to time be prescribed by the city council; and
(F) Prepare and submit an annual report of activities to the city council and make such other reports and recommendations from time to time as the cultural arts commission may determine necessary to support cultural arts in the community.
