About the Rent Program

The City of San Leandro's Rent Program establishes annual registration requirements for rental property in San Leandro and limits on annual rent increases for covered rental units.

The Rent Program is administered by the Rent Program Division within the City of San Leandro's Community Development Department. This page provides information and program updates for property owners and tenants. Please refer to the Rental Registry Ordinance and the Residential Rent Stabilization Ordinance for regulatory requirements.

Rental Registry

The Rental Registry Ordinance requires property owners to file an annual registration statement for each rental unit they own. Registration collects basic property, ownership, management, and rent information. The Registry applies broadly to rental units in San Leandro, with limited exceptions. The first annual registration is due January 31, 2027.

Rent Stabilization

The Residential Rent Stabilization Ordinance takes effect January 1, 2027 and caps annual rent increases for covered units. Certain housing types are exempt under the Ordinance or California law.

Ordinance History

On June 1, 2026, City Council adopted Resolution No. 2026-069, establishing Rent Program fees and approving a General Fund loan for Rent Program startup costs.

On May 4, 2026, City Council adopted Ordinance No. 2026-002, amending the Rental Registry Ordinance to revise the rental registration filing deadline from July 31, 2026 to January 31, 2027.

On October 20, 2025, City Council adopted Ordinance No. 2025-013, amending the Rental Registry Ordinance to revise the rental registration filing deadline from January 31 to July 31.

On April 21, 2025, City Council adopted Ordinance No. 2025-002, establishing Chapter 4-45, “Rental Registry,” in the San Leandro Municipal Code. This ordinance requires residential rental property owners to register units annually and support compliance through associated fees.

Ordinance History

On July 6, 2026, City Council adopted Ordinance 2026-007, Amending San Leandro Municipal Code Section 4-46-175(C) to prohibit the pass-through of the Rent Stabilization Program fee to tenants.

On February 2, 2026, City Council adopted Ordinance No 2026-001, adding Chapter 4-46 to the San Leandro Municipal Code to establish Residential Rent Stabilization. Starting January 1, 2027, rent increases for covered units will be capped at the lower of 3% or 65% of CPI, based on the rent in effect on July 1, 2025; any rent increases before that date are governed only by existing leases and state law.
