Rent Stabilization And Just Cause Eviction Fee Study Annual fees are proposed to support administration of the program, including rental unit registration, compliance activities, and communication with property owners and tenants. Partially Covered Unit (A rental unit built on or after February 1, 1995) Proposed Fee: $70.00 Fully Covered Unit (A rental unit built on or before February 1, 1995) Proposed Fee: $140.00 The DRAFT fee study for the fees is available here: DRAFT Rent Stabilization and Just Cause Eviction Fee Study, June 15, 2026. For properties built on or before February 1, 1995, rent increases are limited to a maximum of four percent (4%) and one increase in any twelve-month period. Once a tenant moves out, the asking rent can be set by the market. Owners may petition for relief from the rent increase limit if they believe it prevents a fair and reasonable return.
