Maywood Cares: Home Improvement Program
The City of Maywood is pleased to offer the Maywood Cares: Home Improvement Program, a Residential Rehabilitation Program designed to assist eligible homeowners with essential home improvements and rehabilitation activities. Eligible improvements may include health and safety improvements, energy efficiency and weatherization upgrades, structural and exterior improvements, and environmental compliance measures designed to improve the quality, safety, and livability of homes within the City of Maywood. Qualified homeowners may be eligible for up to $20,000 in assistance for approved home repairs and improvements. Funding is limited, and program eligibility requirements apply.

Property Owner FAQs Developed from a Listening Session
During Mayor Marquez's recent Property Owner Listening Session held on May 21, 2026, residents and property owners shared questions, concerns, and feedback regarding the City's housing programs and regulations. In response, the Housing Division compiled and developed a comprehensive Frequently Asked Questions (FAQ) document addressing the most common topics discussed, including the Rent Stabilization Ordinance, Tenant Protections, the Rental Registry Program, annual allowable rent increases, and available housing resources. To promote transparency and ensure broad accessibility, we've posted the FAQs below in both English and Spanish, with direct links. Additionally, the property owners registered via the Rental Registry portal will also receive a copy of the FAQs in their e-mail.

Rental Registry Requirements for Owner-Occupied Homes
The City of Maywood has adopted Administrative Rule No. 2 to clarify that single-family, owner-occupied homes with no rentable units are exempt from the City’s Rental Registry Program. Qualifying property owners are not required to register or pay registration, late, or administrative fees. If an exempt property is later offered for rent, the owner must notify the Housing Division and complete the required registration. Property owners who qualify for this exemption and paid registration or exemption fees during the 2026 registration period may receive a refund upon verification.
Rent Stabilization
The City Council has adopted Ordinance No. 23-07 Establishing Rent Stabilization Regulations, which became effective on September 22, 2023. In accordance with the Maywood Municipal Code Section 3-1.102, a Business Owner is required to obtain a Business License whenever business is conducted within the City of Maywood including rental units. Once a business license has been approved or renewed, property owners can register their rental units on the Rental Registry Program with a PIN provided by the Housing Division.

The first initial Rental Registry Program registration was due by February 1, 2024.
As of August 16, 2024, an Administrative Rule was passed for the Rent Stabilization Ordinance No. 23-07. The Recertification Timeframe for the Rental Registry Program has been extended from September to January of every subsequent year. Landlords and property management will be able to complete their yearly recertification process from January 1st to January 31st. To avoid Late Fees, please complete your recertification process before January 31st.
Registration fees for covered rental units is $90.
Registration fees for covered rental units with an approved exemption is $63.
Late registrations completed February 1 - February 28 will be assessed with a 10% Late Fee.
Late registrations completed March 1 - March 31 will be assessed with a 25% Late Fee.
Late registrations completed April 1 - End of year will be assessed with a 50% Late Fee.

The Rental Registry launched on November 21, 2023.
For Fiscal Year 2026–2027, the maximum allowable rent increase is 3.7%, based on the Consumer Price Index (CPI) as of April 2026. This percentage may change each year depending on the CPI and becomes effective annually on July 1.

Rent Stabilization Program Cost of Services
This rent stabilization program fee study evaluates the costs associated with administering and enforcing the City of Maywood's Rent Stabilization and Tenant Protection Ordinances. The report analyzes program workload, staffing needs, and estimated service demands to determine legally supportable rental registration fees based on the City's actual costs. The study identified approximately 4,900 covered rental units and recommended a staffing model that would ensure effective implementation, compliance, and tenant protections while maintaining cost recovery principles under California law.

Tenant Protections
On June 28, 2023, the City Council approved Urgency Ordinance No. 23-06-U imposing a Temporary Moratorium on No-Fault Substantial Remodel Evictions
Subsequently, Urgency Ordinance No. 23-10 was passed to amend and extend the ordinance to November 30, 2023.
On October 25, 2023, the City Council approved Ordinance No. 23-11, amending in its entirety Chapter 17 of Title 8 of the Maywood Municipal Code Regarding Tenants Protections.
Evictions
All evictions, whether Just Cause or No-Fault Just Cause, should be processed through the Rental Registry Program once the units have been registered.
