Mobilehome Rent Stabilization Ordinance

On December 3, 2025, Corona’s City Council adopted a Mobilehome Park Rent Stabilization Ordinance (RSO) that applies only to mobilehome parks. The purpose of the RSO is to prevent excessive and unreasonable rent increases, while ensuring that park owners can earn a fair return on their investments.

The RSO is effective as of January 2, 2026. Park owners must obtain City certification or approval before increasing space rent on or after April 2, 2026. Rent increases implemented before April 2, 2026, are not governed by the Ordinance, since park owners should have provided notice of those increases before the Ordinance’s effective date of January 2, 2026, as required by California Mobilehome Residency Law.

Please note that the team only handles questions related to space rent and other matters governed by the RSO. The team does not assist with issues outside the scope of the RSO, such as building code enforcement, utility billing, or disputes between park owners and homeowners unrelated to space rent.

For assistance with matters beyond the RSO, the California Department of Housing and Community Development (HCD) offers several resources on their website, including information about their Mobilehome Assistance Center, the Mobilehome Residency Law Protection Program, rights of mobilehome owners, and registration and titling.
