Rent Stabilization & Housing

The Rent Stabilization & Housing Division administers and enforces the Rent Stabilization Ordinance, which applies to most residential rental properties in Beverly Hills with two or more units. The division also administers the City's affordable housing program and handy worker grant program.

2026 Rent Stabilization and Housing Workshop

The Rent Stabilization and Housing Division hosted an educational workshop for property owners and managers on Thursday, June 18th at City Hall.

The workshop provided an overview of the basic functions of the Rent Registry system, including how to enter, update, and maintain registry information. Participants also received a brief review of key Rent Stabilization regulations to support accurate compliance and effective use of the system.

2026 Rental Unit Registration

The Rent Stabilization Ordinance requires owners of most residential rental properties to annually register their rental units with the City of Beverly Hills and provide rent information for each unit. If you have not done so, please be sure to register your property now to avoid enforcement action. The deadline for registration is August 31, 2026.

Maximum Annual Rent Increases

The maximum allowed annual rent increases for rent stabilized tenants is outlined in Beverly Hills Municipal Code Sections 4-5-303 (Chapter 5 tenants) and 4-6-3 (Chapter 6 tenants).

The current maximum allowed annual rent increases are as follows:

Only one rent increase for each tenant is permitted for every 12 months. Additionally, a 30-day Notice must be delivered personally to tenants or served by mail as described in California Code of Civil Procedure Section 1013 (see also California Civil Code Section 827).
