§ 9.16.010. Sales of aerosol paint containers and marker pens—Storage requirements.¶
Every person who owns, conducts, operates or manages a retail commercial establishment selling aerosol containers or marker pens shall store or cause such aerosol containers or marker pens to be stored in an area which may be viewable by but not accessible to the public in the regular course of business without employee assistance. This storage requirement only applies pending the legal sale or disposition of such marker pens or paint containers.
For purposes of this section, marker pens means pens with tips exceeding four millimeters in width, which contain anything other than a solution which can be removed with water after it dries.

§ 9.16.020. Parental responsibility.¶
Every parent or legal guardian who, by any act or omission, or by threats, contributes to, or induces or endeavors to induce any dependent child or ward to fail or refuse to conform to any lawful order of law enforcement personnel or of the juvenile court, or to conform to the requirements of the Norwalk Municipal Code concerning curfew, shall be subject to a civil penalty. For purposes of this chapter, a parent or legal guardian to any person under the age of 18 years shall have the duty to exercise reasonable care, supervision, protection and control over their minor child or ward.

§ 9.16.030. Civil penalty.¶
Any person who violates the provisions of Section 9.16.020 shall be liable for a civil penalty not to exceed $2,500 for each violation, which shall be assessed and recovered in a civil action brought by the District Attorney or the City Attorney.
In any action brought pursuant to this chapter, one-half of the penalty collected shall be paid to the Treasurer of Los Angeles County, and one-half to the Treasurer of the City.

§ 9.16.040. Remedy cumulative.¶
The remedies provided in this chapter are in addition to the remedies and penalties available under the Norwalk Municipal Code and all other laws of this State.
