§ 3.42.010. Execution without prior City Council approval.¶
Approval and execution of maintenance and professional service contracts by the City Manager without prior City Council approval.
A. The City Manager may approve and execute contracts with a value up to the Purchasing Authority authorization limit of Section 3.16.060 without prior City Council approval ("authority limit"). No contract for maintenance and professional services can be approved and executed without prior City Council approval unless funding for the contract has already been allocated in the budget by the City Council, or the contract is necessary due to an emergency in accordance with Section 3.16.070.
B. Other than as set forth in this chapter, signatory authority to bind the City in contract shall be granted or delegated to City employees or officials other than the City Manager, only by other or further ordinance or by resolution of the City Council, stating the title of the position and the amount of the authority. Any contract signed by an officer or employee of the City without a proper grant or delegation of signatory authority is void.
C. The authority limit set forth in subsection A shall be automatically adjusted on July 1, 2021 and each July 1st annually thereafter based upon the percentage change in the Consumer Price Index for the Los Angeles-Anaheim-Riverside area as published by the U.S. Department of Labor ("CPI") from March of the prior year to March of the current year. This adjustment, however, will occur only if the CPI causes the authority limit to increase. If the CPI causes a decrease in the authority limit, no adjustment shall be made.
D. Any increase to the authority limit beyond the CPI shall be adopted by resolution. If so adopted, the automatic annual adjustments shall be based on the new authority limit established by resolution.
E. The City Manager shall provide written notification on a semiannual basis to the City Council of all contracts approved pursuant to this section.

§ 3.42.020. Execution with prior City Council approval.¶
The City Manager may execute any contract when the City Council adopts a resolution or approves a minute order authorizing the City Manager to execute the specific contract.
