§ 13.16.010. Sewer system connection policy.¶
It is the policy of the city that all parcels within the incorporated limits of the city, where sewerage generating facilities are existing, proposed, or where such existing facilities are proposed for expansion, shall be required to annex to the Napa sanitation district and connect to the district's facilities at the earliest possible time. Only existing building improvements that are served by approved septic disposal systems and strictly limited new building improvements distant from Napa sanitation district facilities may be temporarily served by septic disposal systems if said continuing or proposed septic system service is approved by the Health Officer, subject to the provisions contained in this chapter.

§ 13.16.020. Sewer connections required.¶
It is unlawful for any person to construct or maintain or suffer to be or remain any privy vault, cesspool or septic tank upon any land within the city which fronts on any street within this city in which there is a public sewer or to fail or neglect to have any building from which sewage or waste matter of any type associated with human habitation is discharged, located upon any land within this city in which there is a public sewer, connected with such public sewer, in such a manner that all sewage discharged therefrom shall be drained into said public sewer, or to have any toilet, sink or drain upon any land within this city fronting upon a street within this city, in which there is a public sewer without connecting the same with such public sewer, in such manner that all sewer waste therefrom shall be drained into such public sewer.

§ 13.16.030. Existing structures.¶
A. Each and every building containing sewerage generating facilities served by a septic disposal system on the effective date of this chapter, shall annex and connect to the facilities of the Napa sanitation district upon the occurrence of each of the following:
The facilities of the Napa sanitation district are within 200 feet of the nearest building;
The Health Officer orders said annexation and connection.
B. No building permit shall be issued for the addition to or expansion of each and every building containing sewerage generating facilities served by septic disposal system on the effective date of the ordinance codified in this chapter, unless and until the parcel on which said building(s) is located is annexed and connected to the facilities of the Napa sanitation district. The provisions of this subsection shall not apply to the following:
Building additions or expansions that do not expand sewage generating facilities as determined by the Health Officer;
Building additions or expansions that do not expand or change property uses as determined by the Health Officer.

§ 13.16.040. Vacant existing parcels.¶
A. No building permit shall be issued for construction of any improvements on a vacant parcel of land in existence on the effective date of the ordinance codified in this chapter unless and until said parcel is annexed to and connected with the facilities of the Napa sanitation district. The provisions of this subsection shall not apply to the following:
A building permit for the construction of a building to be used in conjunction with or as an agricultural use to be located more than 500 feet from the nearest sewer main, if approved by the Health Officer;
A building permit for the construction of one single-family residence per parcel (in existence on the effective date of the ordinance codified in this chapter) if: (a) the required extension of sewer main to serve the property is greater than 200 feet, or the combination of sewer main and sewer lateral extension required is greater than 400 feet; and (b) the parcel size, public water service and soil conditions permit approval of a septic disposal system by the Health Officer.

§ 13.16.050. Septic tank required if sewer not available.¶
In the event there is no public sewer available to a lot, all sewage shall be drained into a septic tank, and no privy vault or cesspool shall be used.
§ 13.16.060. Deep lot exception.¶
A second dwelling unit established pursuant to Title 17 of this code may utilize a septic disposal system if approved by the Health Officer where the total density does not exceed one unit per five acres.

§ 13.16.070. Chemical toilets required at construction sites.¶
There shall be not less than one chemical toilet, approved by the Health Officer, on the premises, for each 20 employees or fractional part thereof, working at a construction job site.

§ 13.16.080. Applications for subdivision or change of use.¶
A. The approval of any application for subdivision of land or change in use shall be required to annex to and connect with the facilities of the Napa sanitation district unless otherwise specifically exempted by this chapter.
B. Notwithstanding the provisions of subsection A, single-family residential subdivisions of four parcels or less may utilize a septic disposal system, if approved by the Health Officer, providing that the minimum parcel size is five acres and the overall density is not greater than one unit per five acres.
