Section 180. Purpose.

This Chapter contains a portion of the general policies and rules of interpretation pertaining to the operations of the City Council of the City of Marysville and to the official conduct of its members.

Section 181. Council Committees. Established.

In order to conduct its business efficiently, the City Council may establish standing committees as it deems necessary, provided each such standing committee shall be established and conduct its business in the manner provided in this Title.

(a) Standing Committees

The following standing committees of the City Council are established:

  1. Development Committee

  2. Loan Review Committee

  3. Parks & Recreation Committee

  4. Parking, Traffic and Streets Committee

  5. Recreation Department Development Committee

  6. Measure G Oversight Committee

(b) Modification Abolition

Standing committees may be established, modified, reauthorized, or abolished by resolution of the City Council in accordance with Section 182 of this Code.

182.1. General Rules and Intent

(a) The City Council may utilize committees to assist in the efficient conduct of City business and to provide advisory review of matters prior to consideration by the full City Council.

(b) Committees of the City Council shall be advisory in nature only and shall not exercise independent decision-making authority on behalf of the City Council unless expressly authorized by law or by action of the City Council.

(c) Committees of the City Council shall be either standing committees or ad-hoc committees, as defined and governed by this section.

(d) This section shall not apply to the Planning Commission, which is established and governed separately under the Marysville Administrative Code.

182.2. Standing Committees

(a) Standing committees of the Council shall consist of not more than two members each, one of whom shall be the committee chair, appointed by the Mayor from among the whole membership of the Council and serving at the pleasure of the Mayor, except as otherwise provided in subsection (g) of this section.

(b) Standing committees shall have continuing subject-matter jurisdiction or ongoing responsibility over matters assigned by the City Council.

(c) Standing committees are legislative bodies subject to the Ralph M. Brown Act and shall conduct their meetings in compliance with applicable open meeting, agenda, and public participation requirements.

(d) Standing committees may adopt such organizational and procedural rules as may be necessary and convenient to the discharge of their functions, provided such rules are not inconsistent with this Code.

(e) Formal actions taken by a standing committee shall constitute recommendations to the full City Council and shall not bind the City Council, the City, or any of its officers, employees, or agents.

(f) An action to establish, modify, reauthorize, or abolish a standing committee shall be taken only by resolution duly adopted by the City Council. Any resolution establishing a standing committee shall state with particularity the committee's charge and term of existence, which shall not exceed four (4) years without reauthorization.

(g) Measure G Oversight Committee.

Notwithstanding any other provision of this section, the City Council shall establish a Measure G Oversight Committee as a standing committee of the City Council pursuant to voter-approved Measure G. The Measure G Oversight Committee may include additional members who are not members of the City Council in order to provide independent oversight and community representation related to Measure G revenues and expenditures. The composition, qualifications, appointment process, term, duties, and operating procedures of the Measure G Oversight Committee shall be established by resolution of the City Council and may differ from those applicable to other standing committees.

182.3. Ad Hoc Committees

(a) The City Council may establish an ad-hoc committee by motion and vote of the Council for a specific, limited purpose.

(b) An ad-hoc committee shall consist of fewer than a quorum of the City Council and shall be appointed by the Mayor.

(c) An ad-hoc committee is temporary and advisory only, shall not have continuing subject-matter jurisdiction, and shall not meet on a fixed or regular schedule established by the City Council.

(d) An ad-hoc committee shall automatically dissolve upon completion of its assigned task, or no later than one (1) year from the date of its establishment, whichever occurs first, unless reauthorized by the City Council.

(e) An ad-hoc committee that meets the criteria set forth in this section shall not constitute a legislative body for purposes of the Ralph M. Brown Act and shall not be subject to the Act's notice, agenda, or public meeting requirements.
