§ 5.44.010. Defined.¶
"Automatic communication device"
includes any device that will, upon activation, either mechanically, electrically or by any other means select a telephone line, number or instrument assigned to a public agency in the City for the purpose of reporting intrusion or emergency.

§ 5.44.020. Public agency defined.¶
"Public agency"
includes, but is not limited to, the State, City, County or Federal governments, districts or any departments or officers thereof.

§ 5.44.030. Telephone number defined.¶
For the purposes of this Chapter a "telephone number, line or instrument" includes any number or numbers assigned by a public utilities company engaged in the business of providing communications services and facilities to be used by means of a rotary or other system to connect to a public agency.

§ 5.44.040. Unlawful use.¶
No person, firm, corporation or business shall use, operate, cause to be operated, installed or provide any automatic communication device without the written authorization of the public agency.

§ 5.44.050. Authorization for use.¶
Any person, firm, corporation or business that desires to use, operate, cause to be operated, installed or provide any automatic communication device shall apply in writing to the public agency for authorization to use, operate, cause to be operated, installed or provide such automatic communication device.

§ 5.44.060. Approval for use.¶
If the public agency determines that:
A. The equipment to be installed meets acceptable standards of operation;
B. There will be no hindrance to the normal public use of the telephone number;
C. The person, firm, corporation or business seeking approval will maintain adequate maintenance of the automatic communication device; The public agency then may issue written approval, setting forth any regulations or requirements necessary for the installation and use of the automatic communications device.

§ 5.44.070. Withdrawal of approval.¶
The public agency may withdraw approval for an automatic communication device by mailing written notice to the holder of the authorization. The device shall be disconnected within 7 days from the date the written notice was mailed.
