§ 3.36.010. Informal bid procedures.¶
Public projects, as defined by the Uniform Public Construction Cost Accounting Act, of $125,000.00 or less may be let to contract by informal procedures as set forth in Section 22032, et seq., of the Public Contract Code.

§ 3.36.020. Contractors list.¶
A list of contractors identified according to categories of work, shall be developed and maintained by the City's Public Services Director in accordance with the provisions of Section 22.34 of the Public Contract Code and with criteria promulgated from time to time by the California Uniform Construction Cost Accounting Commission.

§ 3.36.030. Notice inviting informal bids.¶
A. Where a public project is to be performed which is subject to the provisions of this Ordinance, a notice inviting informal bids shall be mailed at least 10 calendar days before bids are due to all contractors for the category of work to be bid, as shown on the list developed in accordance with Section 3.36.020. Said notice shall describe the project, how to obtain more information about the project, and state the time and place for the submission of bids. Additional contractors and/or construction trade journals may be noticed at the discretion of the department/agency soliciting bids; provided however:
If there is no list of qualified contractors identified according to categories of work, maintained by the City for the particular category of work to be performed, the notice inviting bids shall be sent only to the construction trade journals specified by the California Uniform Construction Cost Accounting Commission.
If the product or service is proprietary in nature such that it can be obtained only from a certain contractor or contractors, the notice inviting informal bids may be sent exclusively to such contractor or contractors.

§ 3.36.040. Award of contracts.¶
The City Finance Director and the Director of Public Services are each authorized to award informal contracts pursuant to this Section.

§ 3.36.050. All bids greater than $125,000.00.¶
If all bids received are in excess of $125,000.00, the City Council may, by passage of a resolution by a ⅘ vote, award the contract, at $137,500.00 or less, to the lowest responsible bidder, if it determines the cost estimate of the City was reasonable.

§ 3.36.060. Automatic adjustment of monetary limits.¶
In accordance with Public Contract Code Section 22020, the monetary limits specified in this chapter shall adjust automatically and without further amendment by the City Council upon notification from the California State Controller of such amended monetary limit. Such adjustment shall be effective on the date specified in the Controller's notification. The monetary limits specified above shall also adjust automatically and without further amendment by the City Council whenever the Legislature amends Public Contract Code Sections 22032 and 22034 by adjusting the monetary limits contained therein.
