§ 3.32.010. Adopted.

In order to establish efficient procedures for the purchase of supplies, services and equipment, to secure for the City supplies, services and equipment at the lowest possible cost commensurate with quality needed to exercise positive financial control over purchases, a purchasing system is adopted.

§ 3.32.020. Purchasing officer.

The City Manager is appointed the purchasing officer of the City. The duties of the purchasing officer may be combined with those of any other City Officer or position. The City Manager may delegate his duties as purchasing officer to other City staff. The purchasing officer or his designated representative shall have the following authority:

A. Purchase or contract for supplies, services and equipment necessary for operation of City Departments in accordance with the purchasing policies prescribed and other rules and regulations prescribed by the City Council and City Manager;

B. Negotiate and recommend the execution of contracts for the purchase of supplies, services and equipment;

C. Review on an annual basis city purchasing policy and procedures to determine if new or revised purchasing rules and procedures are needed to insure the prompt and efficient procurement of supplies, services and equipment for City Departments; apply new developments and practices in the field of purchasing to City purchasing, if appropriate;

D. Promote full and open competition on all City purchases.

E. Initiate and maintain appropriate purchasing forms and files;

F. Administer the transfer of surplus or unused supplies and equipment between departments as needed and the sale of all surplus supplies and equipment which have become unsuitable for City use.

§ 3.32.030. Policy and procedures.

The City Council shall, by resolution, approve appropriate policies and establish appropriate procedures for the purchase of supplies and equipment.
