§ 17.20.010. Required.¶
No swimming pool installation, alteration or repair work shall be commenced until a permit to do such work has first been obtained from the Administrative Authority.
Exception. No permit shall be required for the repair or replacement of any pump, filter, heater or other component part, piping, valves, or pool structure on which repair or replacement costs less than $20.00 for labor and material, upon the approval of the building official.

§ 17.20.020. Application.¶
A. Any person legally entitled (under the State Contractor's License Law) to apply for and receive a permit shall make such application on forms provided for that purpose. He shall give a description of the character of the work proposed to be done and the location, ownership, occupancy and use of the premises in connection therewith.
B. The Administrative Authority may require plans, specifications or drawings and such other information as he may deem necessary and as prescribed in Chapter 17.24 of this Code.
C. Application for permits for new construction shall be accompanied by plans in duplicate, and in sufficient detail, including the following:
- Plot plan site grades, dimensioned and drawn to a scale not less than ? inch per foot, and showing at least the following:
a. Property lines, easements and rights-of-way of record, and overhead utilities adjacent to or over the property,
b. Existing structures, fencing, retaining walls and other relevant characteristics,
c. Proposed pool shape, dimensioned and located to show setbacks, side yards and clearance from existing structures,
d. Proposed mechanical equipment pad, dimensioned and located as to setbacks and side yards,
e. Indicate all deck equipment items, if included,
f. Proposed deckwork configuration showing its anticipated drainage,
g. Anticipated overall drainage of the pool site,
h. Proposed facing;
- Structural plan, showing at least the following:
a. Type of construction, gunite, poured concrete, prefabricated or other,
b. Pool dimensions, depth and adequate cross sections drawn to scale,
c. Reinforcing steel schedule and detail,
d. A statement concerning the anticipated nature of the soil under and around the pool structure. A soil condition report shall be submitted where required by the Administrative Authority,
e. Interior finish details,
f. Pool edge details,
g. Computations , street diagrams and other data sufficient to show the correctness of the plans;
- Mechanical plan, showing at least the following:
a. Volume, system flow rate in gallons per minute, and turnover in hours,
b. Type and size of filtration system and means of waste disposal,
c. Type and size of pool heater if included, including method of venting and provisions for combustion air,
d. Pool piping layout with all sizes shown and types material to be used, and showing the location of the main outlet, surface skimmers and inlets,
e. The rates capacity of the pool pump in G.P.N. at design head with the size and type of motor indicated identified as self-priming or straight centrifugal,
f. Means of adding makeup water,
g. Size, length from source to heater, and routing of gas line,
h. Electrical connections, equipment switch locations and source of electrical power.
The above requirements shall not void any requirements by any other department having jurisdiction.
D. All plans and documents submitted shall be on substantial paper and shall show the name and address of the party under whose supervision the documents were prepared.
E. If the Administrative Authority determines that the plans, specifications, drawings, descriptions or information furnished by the applicant are in compliance with this Code, he shall issue the permit applied for upon payment of the required fee as fixed in Section 17.20.030. The Administrative Authority shall further require that permits be obtained by the parties responsible for all of the electrical, pool-plumbing related utility connections and heating work prior to issuance of the building permit for the pool structure.

§ 17.20.030. Fees—Schedule.¶
A. Every applicant for a permit to install, alter or repair a swimming pool system or part thereof, shall state in writing on the application form provided for that purpose, the character of work proposed to be done and the amount and kind in connection therewith, together with such information pertinent thereto as may be required.
B. Such applicant shall obtain a permit by paying a fee at the rate provided for each classification as set forth in a resolution adopted by the City Council.
C. Any person who commences any swimming pool work for which a permit is required by this Code, without first having obtained a permit therefor, shall, if subsequently permitted to obtain a permit, pay double the permit fee fixed by this section for such work, provided however, that this provision shall not apply to emergency work when it shall be demonstrated to the satisfaction of the Administrative Authority that such work was urgently necessary and that it was not practical to obtain a permit before the commencement of the work. In all such cases a permit must be obtained as soon as it is practical to do so, and if there is an unreasonable delay in obtaining such permit, a double fee as herein provided shall be charged.
D. Permit fees for work regulated by this chapter shall be as adopted from time to time by resolution of the City Council of the City of Martinez.

§ 17.20.040. Expiration.¶
Every permit issued by the Administrative Authority under the provisions of this Code shall expire by limitation and become null and void, if the work authorized by such permit is not commenced within 60 days from the date of such permit, or if the work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of 60 days. Before such work can be recommended a new permit shall be first obtained.

§ 17.20.050. Correction of errors.¶
The issuance of a permit, based upon submitted plans and specifications shall not prevent the Administrative Authority from thereafter requiring the correction of errors in the plans and specifications, or from preventing construction operations being carried on thereunder, when in violation of the Code, or any other pertinent ordinance, or from revoking any approval when issued in error.

§ 17.20.060. Permittee's responsibilities.¶
Applicant for the pool building permit shall be considered to be the prime contractor and shall be responsible for all work required by this Code.
