§ 17.12.010. Administrative authority and assistants defined.¶
"Administrative Authority."
Whenever the term is used in this Code it shall be construed to mean the Chief Building Inspector or his authorized representative.

§ 17.12.020. Department having jurisdiction.¶
Unless otherwise provided for by law, the Office of the Administrative Authority shall be part of the Building Inspection Department.

§ 17.12.030. Duties of the administrative authority.¶
The Administrative Authority shall maintain public office hours necessary to efficiently administer the provisions of this Code and amendments thereto and shall perform the following duties:
A. Require submission of, examine and check plans, specifications, drawings, descriptions or diagrams where necessary to show clearly the character, kind and extent of swimming pool work covered by applications for a permit, and upon approval thereof shall issue the permit applied therefor;
B. Collect all fees for permits issued as provided by this Code, issue receipts therefor in duplicate, the duplicate copy of which shall be maintained as a record of his office;
C. Administer and enforce the provisions of this Code in a manner consistent with the intent thereof, and inspect all swimming pool work authorized by any permit to assure compliance with provisions of this Code or amendments thereto, approving or condemning the work in whole or in part as conditions require;
D. Issue upon request a certificate of approval for any work approved by him;
E. Condemn and reject all work done or materials used or being used which do not in all respects comply with the provisions of this Code and amendments thereto;
F. Order changes in workmanship, materials or both, essential to obtain compliance with all provisions of this Code;
G. Investigate any construction or work regulated by this Code and issue such notices and orders as provided in Section 17.12.050 of this Code;
H. Keep a record of all essential transactions in his office;
I. Transfer all fees collected by him to the proper authority provided by law to receive such funds;
J. Maintain an official register of all persons, firms or corporation lawfully entitled to carry on or engage in the business of swimming pool installations.

§ 17.12.040. Dangerous construction discontinuance.¶
Whenever brought to the attention of the department having jurisdiction that any construction or work regulated by this Code is hazardous, dangerous, unsafe or a menace to life , health or property or otherwise in violation of this Code , the department may request en investigation by the Administrative Authority who, upon determining such information to be fact, shall order my person, firs or corporation, using or maintaining any such condition, or is responsible for the use or maintenance thereof, to discontinue the use of or maintenance thereof, or to repair, alter or change sane as he say consider necessary for the proper protection of life, health or property. Every such order shall be in writing addressed to the owner, agent or person responsible for the premises on which such condition exists, end shall specify the date or tie when such order shall be complied with, which shall allow a reasonable period in which such order can be come plied with by the person, firs or corporation receiving such order, but shall never exceed the maximum period for which such construction can be safely used or maintained in the judgment of the Administrative Authority.
Refusal, failure or neglect to comply with such notice or order shall be considered a violation of this Code.

§ 17.12.050. Authority to stop work.¶
Whenever any construction regulated by this Code is being, or has been done contrary to the requirements of this Code, the Administrative Authority may order all work stopped, and order the removal or correction on which the violation has occurred. Every such Order shall be in writing, stating the nature of the violation and fixing a time limit for compliance. No person shall do any work on any portion of the equipment regulated by this Code after a stop order has been issued, except in conformance with directions of the Administrative Authority.
