All departments, commissions, councils, officials and public employees of the City which are vested with the duty or authority to issue and/or approve permits or licenses pursuant to the provisions of the Martinez Municipal Code may withhold the approval and/or issuance of such permits or licenses where a violation of the Martinez Municipal Code exists on the parcel for which such license or permit is sought. Licenses and permits which may be withheld include, but are not limited to, building permits, business licenses, zoning clearance on building permits, certificates of occupancy, conditional use permits, precise development plans, variances, lot line adjustment, subdivisions, and rezonings. When the said violation(s) has been physically abated, permits withheld pursuant to this section may be released. Approval of any discretionary permit may be conditioned upon the physical abatement or elimination of a violation of said Martinez Municipal Code.
