(a) Notwithstanding any other provision of this Code to the contrary, no non-profit organization heretofore established to plan the Los Angeles 200th Anniversary Celebration, and formally so recognized by the City of Los Angeles, shall pay any fee or charge required by this Code for any license or permit required in connection with the Los Angeles 200th Anniversary Celebration.
