§ 3.32.010. Purpose.

The purpose of this chapter is to establish a comprehensive program for the recovery of administrative costs to the city for the provisions of services including, but not limited to processing development applications and permits, processing permit and license applications, and providing copies of documents. The purpose of this chapter is also to provide a mechanism for ensuring that fees adopted by the city for services do not exceed the reasonable estimated cost for providing the services for which the fees are charged.

§ 3.32.020. Periodic report.

The city manager, or his or her designee, shall prepare a report to identify any fees recommended to be increased or added and documenting the estimated cost of providing such services. This report shall be available to the public at least ten days prior to the public hearing required by Section 3.32.030 of this chapter.

§ 3.32.030. Adoption by resolution.

At a public hearing held and noticed pursuant to Government Code Sections 66016 and 66018, the city council shall consider the report required by Section 3.32.020 herein and shall establish such fees by resolution which are reasonable to recover the city's costs for providing services.

§ 3.32.040. Authority to suspend application of any fee.

The city manager shall have the authority to temporarily suspend the application of any fee if the city manager determines that the fee may exceed the reasonable estimated cost for providing the service.
