Sec. 19-29. - Parking Prohibited.¶
29.1 It shall be unlawful to stop, park or leave standing any vehicle or vehicles in…¶
(a) On the southerly side of Main Street, County Road #541, in Kelseyville, easterly from its intersection with Third Street to a point fifteen (15) feet from said intersection.
(b) On the easterly side of Lakeshore Drive, in Clearlake Highlands, between Olympia Drive and Austin Drive, being a distance of five hundred (500) feet, more or less.
(c) On the westerly side of Lakeshore Drive, in Clearlake Highlands, from a point one hundred fifty-five (155) feet southerly of the intersection thereof with Austin Drive, to a point two hundred eighty (280) feet northerly of the intersection of said Lakeshore Drive with Olympia Drive, being a distance of one thousand fifteen (1,015) feet, more or less.
(d) On the northerly side of Olympia Drive, County Road #205-C, in the Clearlake Highlands, described as follows:
(1) Between 70 feet and 85 feet Easterly of the centerline of Lakeshore Drive at its intersection with Olympia Drive.
(2) Between 205 feet and 220 feet Easterly of the centerline of Lakeshore Drive at its intersection with Olympia Drive.
(3) Between 260 feet and 275 feet Easterly of the centerline of Lakeshore Drive at its intersection with Olympia Drive.
(4) Between 303 feet and 318 feet Easterly of the centerline of Lakeshore Drive at its intersection with Olympia Drive.
(5) Between 368 feet and 383 feet Easterly of the centerline of Lakeshore Drive at its intersection with Olympia Drive.
(e) On both sides of County Road No. 205C, Olympia Drive, from its intersection with County Road No. 205, Lakeshore Drive, to County Road No. 213L, Villa Way.
(f) On either side of County Road 518, Konocti Road, in the Town of Kelseyville, from a point beginning at its Westerly terminus at County Road 522V, Main Street, and its crossing with Cole Creek, a distance of 0.23 mile, more or less.
(g) On the west side of County Road No. 311B (Main Street), from a point on the northwesterly corner of its intersection with State Highway 20, thence northerly a distance of 350 feet.
(h) On the east side of County Road No. 522B, Second Street, between Main Street and Church Street, and on the west side of Second Street northerly for a distance of seventy- five (75) feet from its intersection with Main Street.
(hh) On the west side of Hartmann Road, County Road No. 104, from the north edge of Coyote Valley Road to a point 90 feet north of the north edge of Coyote Valley Road.
(j) On the east side of County Road No. 205 (Lakeshore Drive) from County Road No. 205C (Olympia Drive) to the northerly boundary of Safeway Corporation property, a distance of two hundred ninety-three (293) feet, more or less.
(k) On Lakeside Avenue (County Road No. 213D) and the Redbud Park Boat Ramp and Turning Area, beginning at a point on Lakeside Avenue (County Road No. 213D) westerly of its intersection with Golf Avenue (County Road No. 213D) westerly of its intersection with Golf Avenue (County Road No. 213B) and continuing westerly to the terminus of Lakeside Avenue (County Road No. 213D) at the Redbud Park launching ramp. Nothing in this section shall apply to those areas specifically designated for paraplegic parking.
(l) On the west side of County Road No. 213G (Howard Street) from County Road No. 213AN (Pearl Street) to the United States Post Office.
(m) On Keeling Park launching ramp up to the edge of the Nice-Lucerne cutoff, County Road No. 407.
(n) On the east and west side of Scotts Valley Road, County Road No. 401, commencing at the milepost marker 8.3, which is the site of the Bureau of Land Managements' Cow Mountain Trail Head, thence northerly for a distance of 500 feet from said Trail Head, and thence southerly, for a distance of 500 feet from said Trail Head.
(o) On the South side of Butte Street, County Road No. 317, from a point four hundred fifty (450) feet northeasterly from its intersection with Sutter Street to its intersection with East Butte Street, County Road No. 317D.
(p) To extend cross Graham Road, County Road No. 118A, twelve (12) feet on each side of the centerline, at the terminus of the County maintained portion of the road, three hundred eighty (380) feet from the intersection of Graham Road with Santa Clara Road.
(q) On the northerly side of County Road No. 316A (Richard Drive) from 1020 feet Easterly of County Road No. 316 (Cora Drive) to 1095 Easterly of County Road No. 316, a distance of 75 feet.
(r) On the southerly side of County Road No. 316A (Richard Drive) from 1020 feet Easterly of County Road No. 316 (Cora Drive) to 1110 feet Easterly of County Road No. 316, a distance of 90 feet.
(s) On the north side of Soda Bay Road, County Road No. 502, within 300 feet of the entrance to Clear Lake State Park.
(t) On the west side of Lake Street, County Road No. 141D, from mile 0.425 to mile 0.435.
(u) On the east side of Lake Street, County Road No. 141D, from mile 0.407 to mile 0.435.
(v) On west side of Country Club Drive, County Road No. 307A, Lucerne, from its intersection with 17th Avenue, County Road No. 307T, to State Route 20.
(w) On the east side of Blue Lakes Road, County Road No. 305B, beginning at a location on Blue Lakes Road 0.68 miles west of the intersection with Irvine Avenue, County Road No. 305C, and ending at a location on Blue Lakes Road 1.4 miles south of the intersection with State Route 20. Said description identifies the location of a guardrail constructed in June 1991.
(x) On the southeasterly corner of Main Street/Konocti Road intersection in Kelseyville, beginning seventy-five (75) feet south of the southerly line of the crosswalk located fifty (50) feet south of the Main Street, County Road No. 522V, entrance to the high school and running north northeast to a point on Konocti Road, County Road No. 518, twenty-four (24) feet east of the curb return on Konocti Road.
(y) On both sides of Lee Street, County Road No. 311L, from its intersection with Second Street (County Road No. 311), to a point 600 feet northerly of said Lee Street and Second Street.
(z) On the south side of Morgan Valley Road, County Road No. 140, between Mill Street, and the crosswalk, fifty feet west of Mill Street.
(aa) On both sides of Foothill Drive, County Road No. 307AC from the intersection of Hotel Road (County Road No. 307X) to a point three hundred (300) feet south of Logan Drive (County Road No. 307Z).

Providing however, nothing in this provision shall apply to the area where the boat launching facility and the paved parking area are located at Lakeside Park.

Sec. 19-30. - Restricted Parking.¶
30.1 No person shall stop, park or leave standing any vehicle or vehicles in any of the…¶
(a) On the westerly side of Howard Avenue in Clear Lake Highlands, between Pearl Avenue and Clear Lake Drive, to be restricted to ten (10) minutes parking.
(b) On Main Street in Upper Lake in front of Lake County Van and Storage Company property, a distance of twenty-five (25) feet, to be restricted to use as a loading zone.
(c) On the northerly side of Armstrong Street between State Highway 29 and Bush Street and on the westerly side of State Highway 29, for a distance of sixty (60) feet from the intersection with Armstrong Street, parking is to be restricted to twenty (20) minutes.
(d) On School Street, in Upper Lake, in front of Upper Lake Union High School, a distance of three hundred (300) feet, to be restricted to a bus loading zone.
(e) On the south side of Morgan Valley in Lower Lake, and in front of Jensen Furniture, a distance of ten (10) feet, beginning at a distance of the twenty (20) feet west of the power pole on the Northeasterly corner of the store frontage, and extending ten (10) feet westerly, is to be restricted to use as a loading zone.
(f) On the southerly side of Main Street, in Lower Lake, in front of the United States Post Office located at 16165 Main Street, to be restricted to fifteen (15) minutes parking.
(g) On the easterly side of Main Street in Upper Lake, County Road No. 311B, from the southerly side of First Street to a point one hundred eighty (180) feet southerly thereof along the easterly side of said Main Street, parking is restricted to two (2) hours parking between 8 a.m. and 6 p.m.
(h) On the westerly side of Main Street in Upper Lake, in front of the United States Post Office located at 9435 Main Street, beginning at a distance of four (4) feet south of a power pole in front of the post office, and extending fourteen (14) feet southerly, to be restricted to fifteen (15) minutes parking.
(i) In the designated parking area of the Lucerne Clubhouse Park, to be restricted to prohibit the parking of any vehicle, or combination vehicle and trailer, if the vehicle or combination thereof exceeds twenty (20) feet in length.
(j) On the easterly side of Kelsey Creek Drive, at turnout adjacent to Wight Way intersection, beginning at the northerly beginning of turnout, and extending to the southerly end of turnout, to be restricted between the hours of 7:00 a.m. and 6:00 p.m.

Sec. 19-37. - Prohibited Parking in Excess of Seventy-Two Continuous Hours.¶
37.1 Findings. This ordinance is adopted pursuant to Division 11, Chapter 10, Article I of the California Vehicle Code, beginning with Section 22650 through Section 22856. California Vehicle Code Section 22651 provides circumstances permitting removal of vehicles by peace officers and certain other County employees. Section 22651(k) of the California Vehicle Code allows for the removal of vehicles when any vehicle is parked or left standing upon a highway for seventy-two (72) or more consecutive hours in violation of a local ordinance authorizing removal. This ordinance establishes authority to remove vehicles under such circumstances.
37.2 Definitions.¶
Except where the context otherwise requires, the definitions provided in this section shall govern the construction of the prohibition set forth below in Section 37.3:
(a) County street or highway or County Service Area highway or road shall include all or any part of the entire width of a county street or highway or county service area highway road, or public right-of-way, whether or not such entire area is actually used for street or highway purposes.
(b) Alley is any County street or highway or County Service Area highway or road having a roadway not exceeding twenty-five (25) feet in width which is primarily used for access to the rear or side entrance of abutting property.
(c) Vehicle shall mean any device by which any person or property may be propelled, moved, or drawn upon a highway, excepting a device moved exclusively by human power or used exclusively upon stationary rails or tracks.

Sec. 19-38. - General.¶
This section is enacted pursuant to the general police power of the County and authority granted by Section 22506 of the California Vehicle Code providing for local authorities to prohibit or restrict the stopping, standing, or parking of vehicles on a state highway. The purpose of this section is to assure adequate and safe access to County parks and facilities and minimize obstructions to scenic and panoramic views secured by County parks along scenic corridors.
Appropriate signs shall be placed on said state highway evidencing the provisions of this section. This section shall become effective upon the approval of the Department of Transportation and the erection of such signs.
38.1 Definitions.¶
(a) Vehicle shall mean any device by which any person or property may be propelled, moved, or drawn upon a highway, excepting a device moved exclusively by human power or used exclusively upon stationary rails or tracks.
(b) Scenic corridor shall mean Highway 20, from the Mendocino County line to the intersection of Sulphur Bank Mine Road, which offers views of Blue Lakes, Tule, Clear Lake and Mt. Konocti.
(c) County parks shall include Alpine County Park, 5985 B. Hwy 20, Lucerne (mile post 16.89); Lucerne Harbor County Park, 6225 E. Hwy 20, Lucerne (mile post 17.31); Hinman Park, 3494 Hwy 20, Nice (mile post 13.73); and Davis Rest Area, 6881 E. Hwy 20, Lucerne (mile post 19.00).
38.2 Prohibition.¶
(a) No person shall park any commercial trailers, semis, and buses, in front of or adjacent to County parks for more than two hours, or move and repark such vehicle within the same restricted location within any twenty-four (24) hour period.
(b) This section shall not apply to commercial vehicles (as established by a current registration with the Department of Motor Vehicles) making pickups or deliveries of goods, wares, or merchandise or in the aid of the performance of a service to or on property adjacent to the block in which such commercial vehicle is parked, and such additional time is reasonably required.
38.3 Infraction Penalty.¶
(a) It shall be unlawful and constitute an infraction for any person to violate this section. Any violation shall be punishable by a fine not to exceed one hundred dollars ($100.00) for a first offense, two hundred dollars ($200.00) for a second offense within one year of the first offense, and five hundred dollars ($500.00) for each additional offense committed within one (1) year of the first offense.
(b) In accordance with California Vehicle Code Section 22651, any vehicle parked in violation of this section and where signs are posted giving notice of vehicle removal, may be removed upon order of any regularly employed and salaried deputy of the Lake County Sheriff or a member of the California Highway Patrol. Such removal may be in addition to other penalties set forth in subsection (a) of this section. The costs of removal and storing of such vehicle shall be a lien against such vehicle and a personal obligation against its owner.
