§ 13.04.010. Generally.¶
For the purpose of carrying out the intent of this title, the words, phrases and terms included in this chapter shall be deemed to have the meaning ascribed to them in this chapter.

§ 13.04.020. Alley.¶
"Alley" means any public thoroughfare for the use of pedestrians or vehicles not less than ten feet (3.048 meters) or more than twenty feet (6.096 meters) in width which has been dedicated for public use.

§ 13.04.030. Base.¶
"Base" means a layer of specified material of planned thickness placed immediately below the pavement or surfacing.

§ 13.04.040. Commission.¶
"Commission" means the Public Utilities Commission of the state of California.

§ 13.04.050. Driveway.¶
"Driveway" means that portion of the road right-of-way between the property line and curb or between the property line and the pavement if no curb exists where vehicles enter or leave the street onto adjacent property.

§ 13.04.060. Encroachment.¶
"Encroachment" means and includes any obstruction, tower, pole, pole line, pipe, fence, wire, cable, conduit, stand or building or any structure or object of any kind or character not particularly mentioned in this title, which is placed in, along, under, over or across the highway. This definition does not apply to the temporary use of a highway for ordinary maintenance of any existing authorized or permitted encroachment, nor to the suspension of stringing on existing pole lines of additional cables, wires, transmission lines, conduits or service connections solely for telephone or electric power purposes.

§ 13.04.070. Height.¶
"Height" means that dimension measured from the level surface upon which the vehicle stands to the highest protrusion in a vertical line.

§ 13.04.080. Load.¶
"Load" means any object or thing which when transported by a vehicle or combination of vehicles over, upon, along or across any highway would be required to have a special permit in accordance with provisions of the Vehicle Code and includes, but is not limited to, any house, vessel, machine, equipment, transformer, tree, girder, boat or airplane.

§ 13.04.090. Median.¶
"Median" means the portion of a divided highway separating the traveled ways for traffic in opposite directions.

§ 13.04.100. Parkway.¶
"Parkway" means that portion of any public street which lies between the curbline and the right-of-way boundary or outward limit of any such street.

§ 13.04.110. Pavement.¶
"Pavement" means the surfaced portion of the highway which is composed of various size aggregates mixed with Portland cement and/or asphaltic compounds.

§ 13.04.120. Permit.¶
"Permit" means a certificate regulating the performance of work in a street or dedicated easement.

§ 13.04.130. Person.¶
"Person" means and includes any individual, firm, copartnership, joint venture, association, corporation, estate, trust, business trust, any district, any city, any county and all departments and bureaus thereof.

§ 13.04.140. Poles, overhead wires and associated overhead structures.¶
"Poles, overhead wires and associated overhead structures" means poles, towers, supports, wires, conductors, guys, stubs, platforms, crossarms, braces, transformers, insulators, cutouts, switches, communication circuits, appliances, attachments and appurtenances located aboveground within a district and used or useful in supplying electric, communication, similar or associated service by means of electrical materials or devices.

§ 13.04.150. Right-of-way.¶
"Right-of-way" means a right to use or control the property of another for designated purposes; a right of passage over another person's land and/or acquired legal right to the use of land owned by others.

§ 13.04.160. Sewage.¶
"Sewage" means the water-carried wastes of the community derived from human or industrial sources, including domestic sewage and industrial sewage.

§ 13.04.170. Sewage, domestic.¶
"Domestic sewage" means all water-carried wastes produced from noncommercial or nonindustrial activities and which result from normal human living processes.

§ 13.04.180. Sewage, industrial.¶
"Industrial sewage" means all water-carried sewage and wastes of the community, excluding domestic sewage and uncontaminated water, and shall include all sewage from any producing, manufacturing, processing, institutional, commercial, agricultural or other operation where the sewage discharged includes significant quantities of wastes of nonhuman origin.

§ 13.04.190. Sewer.¶
"Sewer" means any facility used for collecting, conveying, pumping, treating and disposing of sewage.

§ 13.04.200. Stormdrain.¶
"Stormdrain" means any facilities for the carrying of rainwater, groundwater or uncontaminated water and appurtenances thereto.

§ 13.04.210. Street.¶
"Street" means and includes all or any part of the entire width of right-of-way of any city street whether or not such entire area is actually used for street purposes. "Street" includes avenue, highway, lane, way and alley, unless specifically alluded to in this title, crossing or intersection and courts which have been dedicated and accepted according to law or which have been in common and undisputed use by the public for a period of not less than five years.

§ 13.04.220. Underground utility district.¶
"Underground utility district" means that area in the city within which poles, overhead wires and associated overhead structures are prohibited as such area is described in a resolution adopted pursuant to the provisions of Section 13.40.030 of this code.

§ 13.04.230. Utility.¶
"Utility" means and includes all persons or entities supplying electric, communication or similar or associated service by means of electrical materials or devices.

§ 13.04.240. Vehicle.¶
"Vehicle" means a vehicle or combination of vehicles as described in the California Vehicle Code which:
A. Whether laden or unladen is required to have a special permit to be on any street; or
B. Is so laden that it is required to have such special permit.

§ 13.04.250. Width.¶
"Width" means that dimension measured at right angles to the anterior-posterior axis of the conveyance upon which the load or portion thereof is, or is to be, loaded or moved, or to the median lines of the street over which the same is being, or is to be moved.
