Sec. 2-1. - Board meeting days.

The board of supervisors shall meet in regular session for the transaction of general business on each Tuesday.

Sec. 2-2. - Clerk and recorder consolidated.

The duties of the clerk and the duties of the recorder are consolidated and the person elected or appointed to fill the united and consolidated offices of clerk and recorder shall take the oath and give the bond required for each, discharge all the duties pertaining to each, and shall receive the compensation of the offices of clerk and recorder.

Sec. 2-2.1. - Clerk of the board of supervisors declared appointive office.

Pursuant to the authority vested in the board of supervisors by virtue of Section 25100.5 of the Government Code of the state, the office of clerk of the board of supervisors is declared to be an appointive office to be filled by appointment by the board of supervisors.

Sec. 2-3.2. - Offices of sheriff, coroner and public administrator consolidated.

The duties of the sheriff, the duties of the coroner, and the duties of the public administrator of Kings County are consolidated, and the person elected or appointed to fill the united and consolidated offices of sheriff, coroner and public administrator shall take the oath and give the bond required of each, discharge all the duties pertaining to each, and shall receive the compensation of the consolidated offices as determined by the board of supervisors.

Sec. 2-3.3. - Offices of county clerk/recorder and assessor consolidated.

Pursuant to the provisions of Section 24304, subdivision (x) of the Government Code of the State of California, the duties of the county clerk and recorder, as previously consolidated pursuant to the provisions of section 2-2 of this article, and the assessor are consolidated, and the person elected or appointed to fill the united and consolidated offices of clerk and recorder and assessor shall take the oath and give the bond required of each, discharge all of the duties pertaining to each, and shall receive the compensation of the consolidated offices as determined by the board of supervisors.

Sec. 2-3.3.1. - Title of the consolidated office of assessor and county clerk/recorder.

The consolidated office of the county assessor and county clerk/recorder as provided for in section 2-3.3 shall be known for all purposes in this order as the assessor/clerk/recorder of the County of Kings.

Sec. 2-4. - Surveyor; declared appointive office.

The office of county surveyor is declared to be an appointive office to be filled by appointment by the board of supervisors.

Sec. 2-4.1. - Offices of county surveyor and road commissioner consolidated.

The office of county surveyor is consolidated with the office of road commissioner, to be performed by the director of public works, who shall be appointed by the board of supervisors. The director of public works will also oversee fleet services and construction and maintenance of county buildings and grounds, including parks. The requirements of Government Code § 24001 are waived with respect to the director of public works. In the event that the director of public works is not a licensed surveyor, the county may designate an existing employee, or employ a surveyor on a less than full-time basis, to perform those duties of the county surveyor for which an appropriate license is required. Alternatively, the director of public works is hereby authorized to contract with another government agency or a private firm to perform such services on behalf of the county, pursuant to existing county policies for contracting for professional services.

There is created in the county the office of county counsel.

Sec. 2-8. - Supervisorial district boundaries.

Following each federal decennial census, the board shall, by resolution, adopt boundaries for all of the supervisorial districts of the county so that the supervisorial districts shall be substantially equal in population as required by the United States Constitution and California Elections Code section 21500 et seq., as may be amended.

Sec. 2-13. - County auditor qualifications.

The provisions of Sections 26945 and 26946 of the Government Code of the State of California, concerning qualifications for the office of county auditor, are hereby adopted and made applicable to the office of county auditor of Kings County.
