§ 6-7.01. Purpose of provisions.¶
The purpose of this chapter is to establish and collect the service charge authorized by Sections 41901 and 41902 of the Public Resources Code in order to fund the reasonable and necessary costs incurred by the City in the implementation and administration of the City's Household Hazardous Waste Element and the City's Source Reduction and Recycling Element, prepared pursuant to Section 40000, et seq., of the Public Resources Code. The service charge will be levied upon each parcel of property in the City and collected by the City for residential premises receiving solid waste collection services and by the City's franchisee for commercial premises receiving solid waste collection services.

§ 6-7.02. City actions.¶
The Field Services Department and City Engineer shall evaluate, monitor, make an assessment and recommend to the City Council the necessary costs associated with the service charge and to establish an equitable means for collection of said service charges.
The City Council, by resolution, shall order the assessed service charges to be levied, modified or rescinded in accordance with the Public Resources Code. Said resolution shall become effective immediately upon adoption by the City Council and shall be published one time only in a daily newspaper of general circulation. The service charges shall be collected on the first full billing period commencing on or after the effective date of adoption by the City Council.

§ 6-7.03. Definitions.¶
"Parcel of real property"
means a parcel of real property as shown on the latest secured tax rolls of the County of Los Angeles.
"Solid waste"
shall mean and include all solid waste as defined in Section 6-2.100(v) of the municipal code.

§ 6-7.04. Levy of annual service charge.¶
(a) An annual solid waste administrative service charge is levied upon each parcel of real property in the City for the services and facilities furnished by the City in connection with the implementation and ongoing administration of the City's Household Hazardous Waste Element, and the Source Reduction and Recycling Element.
(b) The amount of solid waste administrative service charge for each solid waste customer shall be computed by multiplying a fixed percentage, as determined by City Council resolution pursuant to Section 6-7.02 of this Code, against each solid waste bill as will be necessary to generate total charges in an amount equal to the budgeted annual expenses in implementing and administering the City's Household Hazardous Waste Element and the Source Reduction and Recycling Element.

§ 6-7.05. Assessment of charges.¶
Solid waste administrative service charge fees shall be assessed and established bi-annually in the months of January and July on the first day of each respective month.

§ 6-7.06. Billings.¶
The solid waste administrative services charge established by Section 6-7.04 of this Code shall be collected by the City for residential premises receiving solid waste collection services and by the City's franchisee for commercial premises receiving solid waste collection services. The procedures for billing, collection and administration of delinquent accounts set forth in Article 1 of Chapter 2 of Title 6 of this Code shall be applied to collection of the solid waste administrative services charge by the City's franchisee for commercial premises receiving solid waste collection services.

§ 6-7.07. Deposit of collected monies.¶
The monies collected under Section 6-7.05 shall be deposited in a separate special revenue fund entitled solid waste management fund.

§ 6-7.08. Review.¶
In the event any solid waste service charge shall have been erroneously applied pursuant to this chapter, it may be reviewed for correction by the Director of Field Services and the City Engineer.
