§ 2.109.010. Creation.

There is hereby created a Finance Commission.

§ 2.109.020. Composition.

The Finance Commission shall consist of seven members, preferably with a professional finance or budgeting background. Each City Council Member shall appoint one member of the Commission to serve the same term as the City Council Member. The Commission shall adopt such bylaws and rules as it deems necessary to provide for its Chair and officers and their method of selection, time and place of meetings and for such other matters relative to its work and administration of its duties, which are not otherwise provided for by statute or ordinance.

§ 2.109.030. Purpose.

The Finance Commission shall act in an advisory capacity to the City Council in matters pertaining to financial planning.

§ 2.109.040. Duties.

The Finance Commission may review and may make recommendations to the City Council on its citizen-driven oversight, deemed necessary. Matters may include, but not be limited to:

A. Fiscal policies, financial planning and funding;

B. Annual adopted budget;

C. Proposals related to financial matters;

D. Fiscal impacts of major projects;

E. Service contracts on an as-needed basis; and/or

F. Proposed State and Federal Legislation which impacts the City's finances.

The Finance Commission also will perform such other duties or studies as may be directed by the City Council.

§ 2.109.050. Authority.

A. It is intended that the Finance Commission act only in an advisory capacity and not be vested with final authority in the establishment of priorities or the expenditure of funds.

B. The Finance Commission shall not interfere with the duties of any elected or appointed officer or employee.

§ 2.109.060. Meetings.

The Finance Commission is to meet regularly once a month at a time and place determined by the Commission. All meetings shall be open to the public. Special meetings may be called in conformation with the Brown Act.

§ 2.109.070. Operating Policies.

Except as otherwise provided in this chapter, the Commission shall conform to operating policies for boards and commissions as set forth in Chapter 2.100 of this Code.

§ 2.109.080. Financial Disclosure.

In accordance with California Law, members of the Finance Commission shall be required to file appropriate statements of economic interest.
