SECTION 500. - ENUMERATION (ELECTIVE OFFICERS).¶
The elective officers of the City of Hayward shall consist of a Council of seven members, to be composed of six Council members and a Mayor, all to be elected by the qualified voters of the City at large.
The first Mayor hereunder shall be elected at the General Municipal Election next following the effective date of this section.

SECTION 501. - VACANCY IN ELECTIVE OFFICE.¶
An elective office becomes vacant when the incumbent thereof dies, resigns, is removed from office under recall proceedings, is adjudged insane, convicted of a felony, or of an offense involving a violation of the officer's official duties, or ceases to be a resident of the City, or neglects to qualify within ten days following election or appointment, or shall have been absent from the State without leave for more than sixty consecutive days, or fails to attend the meetings of the body of which the officer is a member for a like period without being excused therefrom by said body.
A vacancy in an elective office shall be filled by appointment by the City Council, such appointee to hold office until the first Tuesday following the next General Municipal Election and until the officer's successor is elected and qualified. At the next General Municipal Election following any such appointment, the person so elected shall serve for the remainder of any unexpired term.
No appointment to fill a vacancy in an elective office shall be made during such time prior to a General Municipal Election that nomination papers may be filed for candidates seeking office at said election.
In the event that Council shall fail to fill a vacancy by appointment within thirty days after such office shall have become vacant, it shall forthwith cause an election to be held to fill such vacancy.
