SEC. 4-6.00 - BICYCLES, LICENSE REQUIRED.

It shall be unlawful for any person to operate or use a bicycle propelled wholly or in part by muscular power upon any street, alley or public way in the City of Hayward without first obtaining a license therefor as herein provided.

SEC. 4-6.10 - LICENSE APPLICATION.

The Police Department shall provide license plates and seals suitable for attachment to the frames of bicycles together with registration cards therefor, and shall attach said license plates and issue the corresponding registration card to the licensee upon the payment of the license fee herein provided for.

Said Department shall also keep a record of the date of issue of each license, to whom issued, and the number thereof.

Said license when issued shall entitle the licensee to operate such bicycle upon all streets, alleys and public ways, exclusive of the sidewalks thereof, in the City of Hayward.

SEC. 4-6.15 - LICENSE FEE.

The license fees to be paid for each bicycle, whether as an initial fee or as a fee for replacing a lost or damaged license, shall be the amount established by resolution of the City Council.

SEC. 4-6.16 - LICENSE EXPIRATION—RENEWAL.

Licenses heretofore issued and licenses issued from and after the effective date of this section shall expire December 31, 1978. Thereafter, licenses shall be issued for three-year periods or such other period as may be designated by the Director of the State Department of Motor Vehicles under the authority of State Vehicle Code Section 39001.

SEC. 4-6.20 - SECOND-HAND BICYCLE DEALERS. REPORTS.

All persons engaged in the business of buying and selling second-hand bicycles are hereby required, if requested to do so by the Chief of Police, to make a daily report giving the name and address of the person from whom or to whom each bicycle is purchased or sold, the description of each bicycle purchased or sold, the frame number thereof, and the number of the license plate found thereon, if any.

SEC. 4-6.25 - BICYCLES. TRANSFER OF OWNERSHIP.

(a) Whenever the owner of a bicycle licensed pursuant to this article sells or otherwise disposes of a bicycle, he shall within ten (10) days notify the Police Department of such disposition.

(b) It shall be the duty of the purchaser or transferee of such bicycle to apply for a transfer or registration in his name within ten (10) days of such sale or transfer.

SEC. 4-6.26 - OWNER—CHANGE OF ADDRESS.

Whenever the owner of a bicycle license pursuant to this article changes his address he shall within ten (10) days notify the Police Department of the old and new address.

SEC. 4-6.30 - BICYCLES. ALTERATION OF NUMBER PLATES.

It shall be unlawful for any person to willfully or maliciously remove, destroy, mutilate or alter the number of a bicycle frame or license plate, seal or registration card issued hereunder. Provided, however, that nothing herein shall prohibit the Police Department from stamping numbers on the frames of bicycles on which no serial number can be found, or on which said number is illegible or insufficient for identification purposes.
