Sec. 8-1-1. - Official datum.¶
The official base from which all grades and elevations shall be determined shall be the base plane of the United States Coast and Geodetic Survey, namely, mean sea level, such base being 101.86 feet below the top of that certain benchmark described as follows: A brass bolt set in a concrete monument located on Lot 17, Block 26, as shown on the map of the city, such monument being approximately ten feet southerly from the southerly line of Third Avenue and ten feet easterly from the easterly line of Sixth Street.

Sec. 8-1-2. - Moving property of public utility or franchise owners.¶
(a) If it becomes necessary to move the property of any owner of a public utility or franchise, such owner shall, upon the proper application by the contractor, be notified by the director of public works to remove such property within a specified reasonable time, and the contractor shall not interfere with such property until after the expiration date of the time specified.
(b) The right shall be reserved to the owners of public utilities and franchises to enter upon streets for the purpose of making repairs or changes on their property, which may be made necessary by this work. The city shall also have the privilege of entering upon streets for the purpose of repairing the sewer and water pipes or making house connections therewith, or repairing culverts or storm drains.
