SEC. 10-1001. - DEFINITIONS.

(a) For the purposes of this article, a qualified lifeguard is a person who is at least eighteen years of age, who is in good physical condition, and who has and can demonstrate the following abilities: Swim two hundred yards; the approved tows, breaks, and carries used in standard life saving practices; the currently approved methods of artificial respiration; and basic first aid. One means by which a person shall be considered to satisfactorily meet the foregoing requirements is when he is the possessor of a valid current Red Cross or Y.M.C.A. Senior Life Saving certificate, or Red Cross or Y.M.C.A. Water Safety Instructor certificate.

(b) For the purposes of this article, a bather is any person in bathing attire. (Orig. Ord. 4697).

SEC. 10-1002. - LIFEGUARD REGULATIONS.

(a) At least one qualified lifeguard properly identified shall be on lifeguard duty at each swimming pool whenever such swimming pool is open for public use and bathers occupy the pool or deck adjacent thereto. When the number of bathers on the premises on which a swimming pool is located exceeds one hundred fifty, there shall be on lifeguard duty at such pool at least two qualified lifeguards. When the number of bathers permitted to be on such premises exceeds three hundred, there shall be on lifeguard duty at such pool at least three qualified lifeguards. When the number of bathers permitted to be on such premises exceeds five hundred, there shall be on lifeguard duty at such pool at least four qualified lifeguards.

(b) Every lifeguard on duty shall wear bathing attire, headgear or other apparel, bearing insignia clearly identifying him as a lifeguard.

(c) In order to be considered on lifeguard duty, a lifeguard shall devote his full time and attention to the observation and regulation of the bathers in and immediately adjacent to the pool, to enforce reasonable sanitation and safety measures and prevent rough or boisterous activities among the bathers. A lifeguard shall be considered to be on lifeguard duty only when he is on the deck or paved portion immediately surrounding the pool, or on a lifeguard stand immediately adjacent to the pool or deck, or on a liferaft or lifeguard stand located in the pool, and has in view the bathers in, and adjacent to, the pool at all times, except when required to enter the pool to assist a bather or regulate the activities of the bathers. He shall have no other assignment nor perform other duties while bathers are in the pool.

(d) A relief lifeguard shall be provided whenever a lifeguard is required for any reason to leave the area of duty prescribed in subsection (c) hereof. (Orig. Ord. 4697).
