3.04.010 - Days and hours for public offices.

All public offices of the county, including justice courts, shall be kept open for the transaction of business during such hours and on such days as are fixed by the board of supervisors by resolution adopted upon recommendation of the county administrative officer. Nothing contained in this chapter shall be construed as preventing any judge or court from performing any of his, her or its functions at any time whatsoever in the discretion of the judge of such court when permitted by state law.

3.04.020 - Payment of salaries.

All officers, clerks, and employees of the several departments and institutions of the county, including judges and other officers, employees and attaches of the superior court, municipal court and justice court shall be paid biweekly on alternate Fridays for the preceding pay period as may be established by the county auditor-controller.

3.04.030 - Employees—Candidate for public office.

The county shall adopt formal personnel rules governing the taking of administrative leave without pay for any officer or employee of the county, with the exception of county elected officials, who declares as a candidate for any elective office. The personnel rules shall establish the procedure for taking such leave, whether such leave is mandatory or voluntary, the elective offices for which leave is required or allowed, the length of leave required or allowed and any exceptions or exclusions from the requirement or allowance of leave. The adopted personnel rules shall provide that in lieu of a leave of absence without pay, the candidate may elect to take accrued annual leave with pay for the whole or any part of the period. If the officer or employee is defeated for the office, or if elected service in the office is not incompatible with the full performance of the officer's or employee's duties with the county, the officer or employee shall be entitled to return to their prior status and position with the county.
