§ 4.30.010. Permit—Specific application information and fee.¶
In addition to the general application information described in Section 4.04.070, specific application information for a poolroom/billiard hall permit is required. The applicant shall also pay a permit application fee as required by Section 4.02.040 when submitting the application. The specific information required is a photograph and fingerprints of the individual or owner if the business is a sole proprietorship, photographs and fingerprints of the partners if the business is a partnership and photographs and fingerprints of the president and secretary if the business is a corporation.

§ 4.30.020. Permit—Specific application denial considerations.¶
A person shall be prima facie disqualified for a permit to carry on the business of billiards, pool or bagatelle if he or she has been convicted of a felony. As used herein, the term conviction includes pleas of guilty and nolo contendere. The chief of police, as the issuing officer, is specifically authorized to obtain state summary criminal history record information as provided for in Section 11105 of the Penal Code of the state of California.

§ 4.30.030. Building regulations.¶
The games of billiards, pool or bagatelle conducted for profit shall be carried on in a single room without partitions, anterooms, or closet rooms, other than water closets or lavatories, and entirely inaccessible from any other room, cellar or attic. The main entrance or vestibule from the public street shall have glass panel doors to be clean, unglazed and unobstructed at all times so that all parts of said room will be open to view.
An exception to the above may be made, subject to the approval of the chief of police. Before any building permit is issued, the floor plans for the proposed establishment shall be submitted to the chief of police for approval, and one copy of said plans shall be provided for police department files.

§ 4.30.040. Hours of business.¶
No owner, manager, person in charge of, or any other person shall allow to be played or play the games of billiards, pool or bagatelle between the hours of two a.m. and six a.m.

§ 4.30.050. Entrance kept open.¶
The entrance to and into said room, at all times during business hours, shall be open and unobstructed to all peace officers and to all members of the public, other than minor under the conditions as set forth in this chapter.

§ 4.30.060. Certain games prohibited.¶
No games of cards, dice or other games of chance shall be carried on in any room in which any of the above businesses shall be conducted or in any room accessible therefrom.
