§ 8.16.010. Definitions.¶
For the purposes of this chapter, the following words shall have the meanings ascribed to them by this section:
"City health officer" and "health officer"
means the director of public health and any regularly appointed sanitarian or employee of the department of public health.
"Refrigeration permit" and "locker plant"
includes any plant required to obtain a permit under this chapter.

§ 8.16.020. Permit required—Application—Fees.¶
No person shall operate, maintain or keep in the city any facility or equipment used for the following purposes without first obtaining a permit therefor from the city health officer:
A. The refrigerated storage, for compensation, of meat not owned by the person maintaining the refrigeration equipment;
B. The sale of frozen meat at wholesale or retail.
| Any person desiring a permit required by this chapter shall make application therefor as prescribed in Chapter 8.36 of this code, and shall, at the time of making application, pay the fee pursuant to Section 8.36.070 of the El Cajon Municipal Code. |

§ 8.16.030. Permits—Penalties for delinquent applications.¶
The penalties for delinquent applications for a permit required by this chapter shall be those prescribed by Sections 8.36.040 and 8.36.050 of this code.

§ 8.16.050. Permits—Revocation.¶
Any permit issued under this chapter may be revoked by the city health officer upon proof of violation by the permittee of any provision of state law or this code, any other city ordinance or rule of the city health officer, pertaining to health or sanitation.

§ 8.16.060. Plants to be maintained in clean and sanitary manner.¶
Every refrigeration plant for which a permit is required under this chapter, where meat is stored, shall be maintained and operated in a clean and sanitary manner.

§ 8.16.070. Plants to be open to inspection by health officer.¶
Every plant for which a permit is required under this chapter shall be open at all times to inspection by the city health officer.

§ 8.16.080. Marking uninspected meat—Beef, veal and lamb.¶
All uninspected beef, veal or lamb kept or placed in any refrigeration plant shall be stamped immediately upon arrival with a roller stamp so as to be legibly marked "Uninspected Meat—Not for Sale."

§ 8.16.090. Marking uninspected meat—Pork.¶
All uninspected pork kept or placed in any refrigeration plant shall be stamped immediately upon arrival with a hot stamp so as to be legibly marked "Uninspected Meat—Not for Sale."

§ 8.16.100. Marking uninspected meat—Inclusion of plant permit number in stamp.¶
Every stamp required by Sections 8.16.080 and 8.16.090 shall legibly show the plant permit number issued to the plant by the city health officer.

§ 8.16.110. Hides—Required when carcasses are accepted and stored.¶
Every refrigeration plant shall accept and store beef, veal and lamb carcasses only when the hide accompanies the carcasses.

§ 8.16.120. Hides—Record of disposition.¶
Every refrigeration plant shall keep a record of the disposition of each hide referred to in Section 8.16.110. Such record shall be available at all times to the city health officer and the state hide and brand inspector.

§ 8.16.130. Bonds of refrigeration plants handling meat.¶
Every refrigeration plant handling inspected and uninspected beef, lamb, pork or veal shall post with the city health officer a surety or cash bond in the sum of one thousand dollars, conditioned upon compliance by the permittee with all the terms and provisions of this chapter. Such bond shall be subject to forfeiture upon the conviction of the permittee of violation of any provision of this chapter.

§ 8.16.140. Days for processing inspected meat—Designating—Notifying health officer of…¶
Every refrigeration plant handling or processing inspected and uninspected meat shall designate different days of the week upon which inspected meat will be processed and shall notify the city health officer in writing of such designation and of any change thereof, together with the effective date of such change.

§ 8.16.150. Processing uninspected meat on same day.¶
No refrigeration plant shall process both inspected and uninspected meat on the same day, except with the permission of the city health officer.
The handling of meat of deer or other game or fowl shall be classified as uninspected meat for the purpose of this section and shall not be handled on days designated for inspected meat.

§ 8.16.160. Applicability.¶
Except as provided in Section 8.16.150, this chapter shall not apply to carcasses of deer, game or fowl.
