§ 12.04.010. City base for elevations.¶
The official city base or plane of reference for elevations in the city is fixed at the mean sea level as established by the United States Coast and Geodetic Survey.

§ 12.04.020. Descriptions of official elevations to refer to city base.¶
All official elevations established in this city shall be described with reference to their elevations as compared with the official base in feet and decimal parts of a foot.

§ 12.04.030. Primal bench mark.¶
The top of a brass pin one inch in diameter, set in a concrete monument at the most northerly corner of Wildemere Park, being also at the intersection of the east line of Highland Avenue with the west line of Prescott Avenue in the city, is declared to be the primal bench mark.
The elevation of the primal bench mark is four hundred thirty-five and sixty-three hundredths feet above the city base.
This pin is nine feet due south of the south corner of the ornamental lamppost at the north point of the park.

§ 12.04.040. Drainage which damages streets prohibited.¶
No person shall drain water or permit water to be drained from his land onto any city street or alley by any means which results in damage to a street or alley of the city.

§ 12.04.050. Water storage or distribution which damages streets prohibited.¶
No person shall store or distribute water for any purpose so as to permit it to flow onto, saturate by seepage or obstruct a city street or alley to the damage of the street or alley.

§ 12.04.060. Public nuisance.¶
The violation of any provision of this title, with the exception of Chapter 12.35, is deemed to be a public nuisance and may be abated in accordance with Chapter 1.16 of this code.
