Downey Municipal Code Art. XV Miscellaneous

Unless the provision or the context otherwise requires, as used in this Charter:

"City"

is the City of Downey and "department," "board," "commission," "agency," "officer," or "employee," is a department, board, commission, agency, officer or employee as the case may be, of the City of Downey.

"County"

is the County of Los Angeles.

"Domicile"

means that place where a person has a true, fixed and permanent home and principal establishment, and to which whenever absent has the intention of returning.

"Shall"

is mandatory, and "may" is permissive.

"State"

is the State of California.

"State Constitution"

is the Constitution of the State of California.

"Voter"

is a registered voter.

The violation of any provision of this Charter shall be a misdemeanor and shall be punishable per State law.

If any provision of this Charter or the application thereof to any person or circumstance is held invalid, the remainder of the Charter, and the application of such provision to other persons or circumstances, shall not be affected thereby.

Except as otherwise provided in this Charter, any amendment of this Charter shall be made pursuant to and in accordance with the applicable provisions of the State Constitution.

Any amendment of this Charter on the same subject matter shall not be voted upon twice within any 12-month period at any special or general municipal election.
