13.20.010 - Rules and regulations.

The city council may make such rules and regulations as are not inconsistent with the provisions of this chapter as may be necessary or desirable to aid in the administration or enforcement of the provisions of this chapter.

13.20.020 - Dishonored checks.

Whenever the city accepts a check in payment for a charge or fee of any type owed to the city, and that check is subsequently not paid by the institution upon which it is drawn then, in addition to the fee or charge which the check was supposed to pay or pay part of, the presenter of the check to the city shall also owe to the city a returned check charge in an amount to be set by resolution of the city, which is an estimate of the actual cost to the city of the special handling and processing of that check, which charge shall be added to and become part of any underlying obligation other than an obligation which constitutes a lien on real property.

13.20.030 - Miscellaneous charges or fees.

Whenever a charge or a fee is due to the city other than a charge or fee for utility services, (as defined in Section 13.16.010 K) or for planning services (such as those set forth in Titles 15, 17, 18 and 19 of this code), and is not paid when due or within the grace period, if any, allowed by resolution or ordinance of the city, then such fee or charge shall be payable plus interest at the rate in an amount to be set by resolution of the city, prorated to the date of actual payment. Any partial payments received thereafter shall be charged first against accrued interest and then, once the interest is brought current, against the principal obligation itself. Only when the entire balance, interest and principal is fully paid shall the obligation cease to earn interest.
