§ 5.81.010. Definitions.¶
"City"
means the city of Cathedral City.
"CVAG"
means the Coachella Valley Association of Governments.
"Landscape professional"
means a business, whether operated by an individual or a company, which operates within the city and provides services or sells nursery products related to or used in connection with landscape installation, maintenance, or design.
"SCAQMD"
means the South Coast Air Quality Management District.

§ 5.81.020. Purpose and intent.¶
The purpose of this chapter is to promote the public health and safety by insuring that landscape-related businesses within the city understand and appreciate the overseeding alternative promoted by CVAG, SCAQMD and local stakeholders eliminates the need for turf scalping, serves as an air quality control measure and thereby enhances the local air quality.

§ 5.81.030. Landscape-related businesses.¶
Effective November 1, 2016, as a prerequisite to the issuance or renewal of a business license for any entity providing services or nursery products within the jurisdictional boundaries of the city of Cathedral City related to or used for landscape installation, maintenance, or design, the applicant shall present proof that at least one employee has, within the twelve months immediately preceding the application, completed a minimum four-hour course developed by the Coachella Valley Association of Governments, the South Coast Air Quality Management District, the Coachella Valley Water District, and local stakeholders, on grass overseeding alternatives to traditional scalping and landscaping water efficiency.
Prior to November 1, 2016, said educational prerequisite shall be satisfied by completion of the two-hour course that was in place prior to the addition of the water efficiency segment of the curriculum.
