16.12.010 - Advisory agency—Designated. ¶
The city planning commission is designated as the advisory agency for the city.

16.12.020 - Advisory agency—Powers and duties. ¶
The advisory agency is charged with the duty of making investigations and reports on the design and improvements of proposed subdivisions and is authorized to approve, conditionally approve, or disapprove tentative maps of proposed subdivisions and private street subdivisions, and such other maps as are provided for in this title, and to prescribe the design, nature, and extent of improvements required to be installed in connection with these maps and to report directly to the subdivider the action taken on the tentative map.

16.12.030 - Advisory agency—Modification authority. ¶
The advisory agency is authorized to approve or disapprove requests by a subdivider for minor modifications in the conditions of approval for a tentative map, but such action shall not extend the time for filing of a final map with the county recorder. Such decision of the advisory agency shall be subject to the
same appeal as is provided for appeals from the decision of the advisory agency on tentative maps. The advisory agency may grant modifications to the requirements of this title as set forth in Chapter 16.44.

16.12.040 - Advisory agency—Adoption of rules and regulations.
The advisory agency is authorized to adopt rules and regulations supplemental to, but not in conflict with, the terms of this title.

16.12.050 - Subdivision committee. ¶
A.
Establishment. Such rules and regulations as designated in Section 16.12.040 may provide for the establishment of a subdivision committee. Such committee shall be composed of the following officers or employees of the city or their duly authorized representatives or such other persons as the city council may designate by resolution:

The city clerk;
2.
The city engineer;
3.
The chairman of the city planning commission;
The city manager;
5.
The chief of the fire department.
B.
Duties. It shall be the duty of the subdivision committee to meet and make recommendations upon all tentative maps, division of land maps, private street maps, and such other maps as are referred to it by the advisory agency. It shall also be the duty of the subdivision committee to recommend to the advisory agency the adoption of design and improvement standards for subdivisions.

16.12.060 - Exceptions. ¶
Pursuant to Section 66411 of the State of California Government Code, the city planning commission may not apply its subdivision regulations to short-term leases (terminable by either party on not more than thirty days' notice in writing) of a portion of the operating right-of-way of a railroad corporation defined as such by Section 230 of the Public Utilities Code unless a showing is made in individual cases, under substantial evidence, that public policy necessitates the application of such regulations to such short-term leases in such individual cases.

16.12.070 - Land sale or separation restricted. ¶
No land shall be divided for sale, or separated in ownership, contrary to the provisions of this title.

16.12.080 - Building construction restricted. ¶
No building or structure shall be constructed or altered on any land which has been divided in violation of the provisions of Sections 16.12.070 through 16.12.090, nor shall any permit be issued therefor. This provision shall apply only to subdividers as defined in this title.

16.12.090 - Enforcement. ¶
Enforcement of this title and the provisions of the Subdivision Map Act shall be the responsibility of the city manager.
