8 WHEREAS a recent escalation in cyberattacks on the CM/ECF systems of federal
9 courts requires the implementation of new procedures for the storage and management
10 of sealed documents;
11 IT IS HEREBY ORDERED that effective April 20, 2026 and until such time as
12 the court orders otherwise,
13 1. Electronic Access to Sealed Documents. Sealed documents will
14 continue to be filed through the CAEB e-Filing system under existing
15 procedures, but will no longer be accessible or viewable by electronic
16 means; and
17 2. Service of Sealed Documents Entered in CM/ECF. Because sealed
18 documents entered in CM/ECF are no longer accessible or viewable
19 electronically, service of those documents can no longer be accomplished
20 through CM/ECF. Parties will have to serve sealed documents by other
21 appropriate means as provided by the Federal Rules of Procedure. When
22 directed by judge’s order, the court will serve sealed documents in paper
23 by mail; and
24 3. Notice of Sealed Documents Entered in CM/ECF. Because sealed
25 documents entered in CM/ECF are no longer accessible or viewable
26 electronically, service of those documents can no longer be accomplished
27 through the BNC Noticing Center. The court will notice sealed documents
28 in paper by mail; and

1 4. Additional Copies of Sealed Documents. Because sealed documents
2 entered in CM/ECF are no longer accessible or viewable electronically, a
3 party with the right to access a sealed document in a case who requires a
4 copy of a sealed document will have to contact the clerk’s office to request
5 a paper copy. Applicable copy fees as listed in the current Bankruptcy
6 Court Miscellaneous Fee Schedule (EDC Form 2-034) will be applied to
7 such requests; and
8 5. Highly Sensitive Documents (HSDs). Sealed documents that are
9 defined as HSDs will continue to be subject to the court’s HSD procedures
10 as outlined in LBR 9018-1, Filing Under Seal.
11 6. Questions about Sealed Document Procedures. Any questions about
12 the filing of and access to sealed documents should be directed to the
13 clerk’s office at 916-930-4400 or 559-499-5800.
14 This order supersedes any and all inconsistent prior General Orders and Local
15 Bankruptcy Rules.
