13 In the absence of appropriations or a continuing resolution, the court adopts the

14 following contingency plan that will enable the court to fulfill its constitutional and statutory

15 duties to continue to hear and resolve cases and proceedings.

16 Since all judges and their personal staffs, as well as all other officers and employees of

17 the court, perform functions that are necessary and essential to the continued resolution of

18 cases according to normal schedules and priorities, the court orders them to continue to work

19 full time during any funding lapse. To the fullest extent practicable during a funding lapse,

20 court activities shall be limited to those functions necessary and essential to the continued

21 resolution of cases and proceedings. The incurrence of travel and other expenses shall be

22 limited to those necessary to support the operations of the court.

23 Unless so modified or revoked by the chief judge, this order shall remain in effect

24 throughout the current fiscal year.
