1 2 3 MAY 5 2026 4 5 6 7 8 UNITED STATES BANKRUPTCY COURT 9 CENTRAL DISTRICT OF CALIFORNIA 10 11 In re ) ) 12 PROCEDURES FOR ) ) GENERAL ORDER 26-01 ACCESS AND MANAGEMENT13 ) OF SEALED DOCUMENTS ) 14 ) 15 16 WHEREAS, a recent escalation in cyberattacks on the CM/ECF systems of federal courts requires 17 the implementation of new procedures for the storage and management of sealed documents; 18 IT IS HEREBY ORDERED that, effective as of the date of this order and until such time 19 as the court orders otherwise, 20 1. Electronic Access to Sealed Documents. Sealed documents will continue to be submitted 21 at the Court in the manner described in The Central Guide and in accordance with Local 22 Bankruptcy Rule 5003-2(c), but will no longer be accessible or viewable by electronic means; 23 and 24 2. Service of Sealed Documents. Because sealed documents submitted at the Court under 25 existing procedures are no longer accessible or viewable electronically, service of those 26 documents can no longer be accomplished through CM/ECF. Parties will have to serve sealed 27 documents by other appropriate means as provided by the applicable Federal Rules 28 of Procedure; and

1 3. Additional Copies of Sealed Documents. Because sealed documents are no longer accessible 2 or viewable electronically, a party with the right to access a sealed document in a case 3 who requires a copy of a sealed document will have to contact the Clerk's Office to request 4 a paper copy. Applicable copy fees will be applied to such requests; and 5 4. Highly Sensitive Documents (HSDs). Sealed documents that are defined as HSDs will 6 continue to be subject to the Court's sealed document procedures; and 7 5. Questions about Sealed Document Procedures.
